I recall a front page Incident in The Guard- ian that gives point to his com- plalnt. A man and a woman were arrested somewhere In Western Canada, for robbery with violence. Under police scrutiny it. was re- vealed that the man had been sentenced, some years before, to life-imprisonment. for homicide. When the excitement died down, his friends got his sentence cut down to twenty years. This was again cut, by "good conduct”, to ten years, and at the end of that time he was released. Now he was almost back to where he started. One might fill this column with such stories but one more must suffice. In the U. S. A. a man was convicted of murder, on the testimony of two hospital attend- ants who witnessed the crime. He was given the States extreme penalty-imprisonment for life H: became a sort of "trusty" in tht prison and had more liberty than the other prisoners. The officials and careless, for he got possession of a police revolver, walked out of the front door, and over to the hos- pital. When the two attendants knocked off work and appeared in the street, they were, shot dead! And as there was no “capital punishment" the murderer was re- turned to prison. Somebody oncc said to Mr. Dooley, the Philosopher of Arlrchey Road, Chicago, “Cap- ital Punishment never stops mur- derers!" And the Sage answered: "It stops wan, annywayl" As for the vitriol-throwers, and workers of violence, the lash rather than the rope, meets their case. Miscreants who maltreat the weak or helpless, are always afraid for their own skins.
