TBI travellers make out a strong case in this matter, and that they presented it ina very convincing and persuasive fashion. It contends, however, that t tax was. not due toa_ny feeling against the repre- sentatives of outside houses and was not intended to restrict legitimate trade. The measure was due. it pointsout, to the necessity for fresh revenue. Even the additional $7,000 which the province has received to its yearly income from the Dominion Government does not restore the balance between the revenue and expenditure. Our contemporary goes on to point out that the Montreal and Toronto houses pay no taxes in Prince Edward Island and that this payment for a license to do business is the only wayin which the Province can get some return from them for the privileges it gives them. l\` ow this view is so moderately expressed that one is almost inclined to sympathize with it to some extent. But it must be remembered that much more important principles are at stake in this matter. Since the tax really restricts interprovin- cial trade it is probably unconstitutional and in any event moat impolltic. The consumers on the Island are almost certain topay the tax, because the big houses which send their travellers down goods for the tax they have to pay. .
