Business Man azer llll MURNING lillllllllllll. FRIDAY. 'FAPRIL li 1899. WOMAN SUFFRAUE. ». Hon. E. R. Emmerson, Premier of New Brunswick, has given notice of the following resolution which he will move in the legislature, now in ses- sion:- Resolved, that in the opinion of this House the time is now ripe for a law providing that the rights of citizenship shell not be denied or abridged on ac- count of sex, but that a full franchise shall be granted to the women ot this province upon the same terms as to the men. Mr. Emmerson has Eong held and ‘ advocated the views expressed in the ‘above quoted resolution and has given expression to them freely in the legis- lature. Some years ago he divided the last legislature on the question and though his motion was defeated 1 the majority against it was small. At that time Hon. Mr. Blair was Pre- mier, and threw the weight of his y great influence and powerful advocacy against the innovation. Now Mr. Emmerson is the most`iniiuentia.1 man in the legislature, and it will be in-_ teresiing to note haw the newly elected House, fresh from the people, and under the changed conditions will 1 view this great question. H The resolution of which the New ` _Brunswick Premier has given notice: is not put forward as one emanating from the government. In point of fact the members of the cabinet are divided in opinion in regard to thel question and therefore all the mem- bers will be entirely free to vote upon it according to their personal judg- ment, untrammeled by party ties. It will be highly interesting to note the fault of th. debate and the division' __, The movement in favor of equal, tnr-iugliti_ut_the_ world. i _Women have been already fully enfrarichised in land, on opposite sides of the globe. Apparently no evil results have fol- lowed, and no attempt has been made to recall the voting power when once s“°°°d~ -SWIG Of other <=9'1_11Pfi9°_ areadvancing-by 'slow 'and 'grrdualf prdqgqoeo townjd the same goal, bo- giuning with giving to women increas- _ powers in school and municipal l hdairs, as in Great Britain, the New Eugiand States and in several pro- vinces of Canada and Australia. "_ A moderate view of the case would seem to be"that the powers and re- sponsibilities of women in our system t of representative government may properly and safely be extended when and where the majority of women_ desire it-. The change is too great tol be hastily or inc-.nsiderately made Fairmiuded men will not be found ,unwilling to concede the Voting fran- advice which will put such women on the _ ~- chise_ to women if t-he minority of the women of the country show that they the work and cares of legislation and ‘gm-crnnwnt, Equallv thev conceive lable to thrust upon women a great tresponsibility which they do not wish " to assume. , l The movement in New Brunswick, ‘our next neighbor among the prov- iinces. will naturally have a stimula- ; ting effect upon many minds in Prince g Edward Island. It may be that some gallant member cf our legislature will see fit to bring up the subject for discussion in a tentative way du- _ring the coming session. The debate ,that would result would be of general ' interest, and it might afford some cule to the present :state of feelin g in this province on a question which , has profoundly moved other and larger communities. We may ieit _ assured that some day not very far in the future the proposal to en- _franchise women will be a very vital one in Prince Edward Island. _ Mr. Kaneen, whose letter appears _I in another column is no doubt quite lsincere in his desire to excuse Sir ,Wilfrid Laurier for refusing prohibi- such an argument till it was brought temperance people?
