Government Forced to Back Down in the Ballot Box Enquiry. {(Specrat ro THe Examiner] Orrawa, Juve 4.—In the Commons, yesterday, Tarte attacked the Montreal Witneas, saying that that paper had shamefully abused him. The Witness charged that the Montreal barbor loan was managed by Tarte for the benefit of some of Tarte’s friends. The Ottawa Government was brought up with around turn yesterday morning, when the majority tried to force through the Public Accounts Committee report | commending the action of the Government in spending some $19,000 inthe alleged ballot box prosecutions. The enquiry is not yet completed. Some witnesses called have not appeared, and the man who did come with a contradictory story of Con- servative fraud did not bring his papers. Sir Hibbert Tupper stated that the en- quiry would be resumed next session, and proposed, in the raeantime,that the evi~ dence so far takea would be reported with- out comment. Mulock, Sifton, Davies and Wielding were present, and it was insisted by them that the report vindicating the Government should be brought in. Then there was real confusion, but Tupper was supported by Wood, Clancy, Sproule and others in the demand that judgment sould not be passed by a ma- jority of the committee without hearing any evidence except that of the man who pocketed most of the money. As the minority were determined to shout down and vote down, opposition, Sir Hibbert assumed the offensive, with— drew his motion to report evidence, and proposed to reopen the cate, asking for @ summons for Sir Oliver Mowat aud several] others, and informing Mr. Mulock that the Government would not get their bus‘~ ness through the House until this iavesti- gation was concluded if the Muvisters persisted in their determination. This defiance backed Mulock down, and the Ministers agreed to drop their proposed whitewashing report and accept Sir Hibbert’s motiun, the latter stating that he would reopen the enquiry next year.
