THE GUARDIAN, CHARIDTTBTOWN, PRINCE EDWARD ISLAND, APRIL J3- X904- 3 l A- W BUDGET DEBATE MAKES a PROGRESS IN THE HOUS Da is ` Questions of the y° are Discussed The Fishery Award and rho Representation Question are Fefe- most Topics for Consideration. Tnunsnav April 21. Mr. McLean said there was much in the Budget speech that the Conservatives would agree with. The prosperity of the other provinces was undoubted but the talr: of the Premier was a doleful one. llc hoped the questions pending at Ot- tawa would result favorably to the Prov- ince. The statement that the Opposition had appealed to the fishermen by saying the bounties would be lost, was unfair to the members of the Opposition. This argument has never been used on the platform by the Conservatives; and even rf they had so stated it would only be In accordance with the words of Sir. Louis Davies. We now have a debt of nearly seven hundred thousand while next year's deficit is estimated at $10,000. MATHIESON. ow that expenditures have greatly kn increased in past election years and Lauder 9| the Opposmom we have no security that it will not be the same next year. With such an expendi- ture it will be no wonder if the people will take advantage of the first opportu- nity to drive the present Government from power. The Public Works Depart- ment have year after year promised works which have never been given to the people. The public schools have been neglected by reducing the salaries of the teachers and the effect has been that the schools are falling below the standard. This question was not discussed by the Premier. We have drift in thc Public Works, drift in e.iu:ntiou; and some of the members of the Government should at least make some explanation of the Government policy before the House went into supply as was tbreateneri last night when he was compelled to speak. IIon.Mr. Rogers was disappointed at the speech of the Leader of thc Opposition which was much shorter and weaker than he expected. The last speaker nad made much of n small drain in Souris, which the Commissioner harl, he thought, explained satisfactorily several days ago. lic ex- plained some of the objections against the granting nf incorporation to Souris and other .sm ~ll to.~||.~r with exemption from taxes. 'Turning his attention to the Leader of the Opposition he pointed out that the gross cxpt-rrriititr-rt ui the Liberals WHY MOTHERS WORRY Did you ever hear a mother worry over a plump child? There is no bcttcr bank of health for a child to draw from than a good supply of healthy flesh. Scott`s Emulsion not only gives a. child weight and plumpness, but it feeds the brain, bones and nerves with strength and active power. Fewer mothers would worry if they knew more about Scott's Emulsion. Ws'il send you a sample free upon nqug K SCOTT B IOWNB. If you have said a kind wordthatbelped to lift a life out of an unconganial envir- onment, if you have aroused the embers of an ambition that has been slumbering for years, and which would have gone out in darkness but forycnr fanning them into living flame, then will this sweet echo speak to you. “Scatteryour flowers as you go, for you will never go over the same r_oad again." If, on the mnt rary, you keep the flowers, which you should have given to the living for the deed, spared the kindly word of praise and admiration, or the expressions of love. until the ears which they would have gladdened were deaf in death, then will obnoxious echoes of condemnation haunt you. Tears and flowers at a funeral do not atone for wasted opportunities to scatter brightness or show lcvc. Every thought or deed sends back an echo like Itself. If we have been helpful and generous, sympathetic and kind, al- ways considerate, we shall hear echoes that will uplift. encourage and satisfy. If we have been mean and contemptlble, vicious, narrow. indolent. we shall hear echoes repent the voices which gave them birth. \€ \€ JOHN D. ROCKEF`ELLER’S WEALTH. This was because the country was growing. In the expendi- ture on education alone there was $232,000 or more than half the total sum was ex~ pended. In former times there were more third class teachers, many of whom have risen to first and second class. Mr. Mathiesou at this point asked the Hon. gentleman to explain how the cx- Denditure was going continually up while the educational standard was decreasing. Hon. Mr. Rigers said the Government was paying the same statutory allowance as when they came into power and if there were vacancies it was because the districts would not pay supplements. The increased expenditure was because higher class teachers had been engag- ed. The present Government have spent $42,000 more during their term than did the past Government. Con- ditions have immensely changed for the better in Falconwood in the past few years. This expenditure is uncontrollable. In then: atter of public buildings this Gov- ernment have spent more money than the Conservatives. More money has been ex- pended on the public roads by the present Government than their predecessors. $lt'i0,00 has been spent for a new ferry steamer and the ferry services are now in a better condition than ever before. The Otlicc of Registry of Deeds has increased in cost and the great item was for $150,000 for interest more than the Conservatives. \Vhcn the latter came to power there was no debt while when they left there was $128,000 against the Province besides the $200 000 which they harl withdrawn from cipital. This gives the actual indebted- ness at that time. Had this continued with compound interest till 1802 thc deot thir een years the present party just about square.
