Dec. 22 - (GP) The threat of inflation swept throug” the Canadian price scene in 1950 as the western defence machine opened its momentous re-umament drive. Prices climbed ev where. But the Government declared it would not again enter the prices field unless Parliament pronounced in "national Emergency." Instead. it would seek to kill inflation at its roots - by cutting into spending power through in- creased taxation and restrictions on credit buying. Canada's four major labor bodies -about 1.000.000 strong - showed their dissatisfaction by preparing a concerted campaign. for the re- turn of general price controls and retention particularly of the gov- ernment's rental controls, slated to complete withdrawal in May. 131. But while the labour unions call- ed for price and rent controls. they made no clear-cut request for wage freezes and government officials phasizcd there could be no effective control on prices without controls on wages. Wages Meanwhile, prices swept up. The cost-of-living index, a barometer of consumer prices, climbed from 161.8 in January to an all-time high of 170.7 in September and Oc- tober. This index is based on 1935- 30 prices equalling 100. Steady Increases Food, rent, fuel, clothing, home- furnishings and other budget items were at or near all-time levels. In the index. the food sub- group which stood at 201.3 in Jan- uary, climbed to 218.6 in October. Rents, partially decontrolled, ad- vanced to 136.4 from 125.0; fuel and lighting to 140.6 from 135.9; clothing to 184.5 from 183.0: home furnishings and services to 174.8 from 106.4, and the miscellaneous group from 132.1 to 163.4. Another upward sweep occurred in a segment of the wholesale price range. The Bureau of Statistics in- dex of 30 industrial materials. which include such essentials as raw wool, tin, rubber and cotton. climbed almost 41 points in 12 months. Based on 1926 prices equalling 100, the index climbed to 191.0 in November, from 150.9 in November. 1940. The general cross-country climb in prices was reflected in price ad- vances in selected regional cities. The regional cost-of-living index nosed upward, gaining ten points in a year at Saint John, N. 13.; Montreal and Winnipeg making smaller but nonetheless upward strides at Toronto, Halifax, Saska- toon, Edmonton and Vancouver. Turnips also have taken a drop. from 230 carloads in November, 1940. to 124 carloads last month. Livestock, however. has been mov- ing better and has increased the November total of 103 carloads last year to 143 cat-loads this year. Christmas trees also appeared on the export list for November and 10 car-loads were shipped while last year's report shows none at all.
