LONDON, Feb. 18-A bill, which
passed its first reading in the House
of Commons yesterday aftcrnoon,be-
,comes law, juvenile lovers of cigar-
ettes will have a hard timein in-
dulging their appetite.. The act pro-
hibits smoking under thc age of
sixteen, provides penalties for any-
one less than sixteen years old
caught smoking in the streets, _or
'any other public places,__and makes
the sale of cigarettes to persons
under sixteen years a punishable oi-
fence. _
Among the other interesting foa-
stures the bill estnhishea iuvenile
_courts throughout the country and
calls for special places of detention
forchildreu, instead oi sending them
to the ordinary prisons.
It proposes furthermore that the
imprisonment of children be rntirely
abolished.
An effort is to be made also to
end the terrible waste of infant life
through drunken parents rolling on
their babies in bed. The returns
show that sixteen hundred infants
perished annually from this cause.

only too ready to claim the protec-
tion of his county if necessary, or to

pleads his case through the medium
of the P.E.Islarid Press.

will admit, that were he to spend the
