He added $5,546,567 to the public debt on | account of the Pacific Railwey, and $10)- 499,850 to the total publie debt. In that year he had a defect of $1,900; 785. Aud this was in the face of the fact that he had promis- et! a reasonable surplus on the operations ot the yéar., In 1876-7 the expenditure of Sir Richard Cartw: ight was $1°233,- 908 more than the highest expenditure of Sir Leonard Tilley. He . added $1,691,149 tothe capi‘al debt on aécount of the Pacific Railway, which he was always protesting against, and increased the total debt $9,541,.86. And he was compelled to admit another deficit of $1,460,027. In 1877-8 he expended the sam of $1,308,665 more than the pre- vious ‘Government's 1: rgest expenditure. He added $2,228,573 to the public debt op account of the hated Pacific Railway and inereased the teo‘al public debt by $15,471,147. (And his deficit was $1,928,147. “We -sha'l not deal in the same way with 1878-9, since our own Goveraoment was in pows er from September, or during ten months of the year, but it will be remembered that the estimates on which Sir Leonard Tilley hadto proceed were those of Sir Richard Cartwright. and these estimates were—we cannot help thinking purpose- ly—somewhat attenuated. It is ten inches long and six inches thick, with a two inch thick band around it.” ‘There is an inch hele in the centre of one end. Even if discovered,it could hardly be deferred from executing its pur- poses, for the set screws a.e so made that it is with difficulty, that they can be removed, and it would be almost certain death te tamper with it afferit was set and ready for use; as the slightest jar would rcleave the clock work and ignite the charge. It is computed that one of these machines weuld destroy a whole block of the lergest build- ings im the world, no matter how .well built.
