The Mackenzie ma: flow-n- ment is sllilflll-lls to the electors ior the endorsement of its III record. Let me emphasize then that Canada's war record -- mili- tary and civilian - is not a Gov- ernment record. lt is the record oi the people of Canada, irrespect- ive of party and creed, and it is a tribute to the Canadian people alone. The war record oi the present administration, from the beginning, is one oi instability. evasion and indecision. Were it not for the continual prodding, leadership and co-opcration of the Progressive Conservative Party, Canada's war effort would indeed have been u shameful one. WING COMMANDER l J. ANGUS MacLEAN. D. F. C. l Candidate for Queen's County 1 Says... How can we expect that our fighting men snd their depend- ants and orphans will be given a square deal after the war by a man who has refused to support them in matters of life and death on the battlefield? The men in the armed forces are depending on you and me, here at home, to place the safeguarding of their interests in the hand oi those who are their friends and com- rades. men who know that their dependents and orphans can be adequately cared for at the cost oi only a few days of war. We are determined that they should be properly cared for even if the cost were much higher. It is therefore our responsibility to see that their future interests will be in the bani! of their friends and not in the bands oi a man who has already left them “holding the bag" in the hour of their greatest perils. It is time that you and i, as thinking Canadians, seine ‘to submit longer to the vaciliatiug leadership oi s man who has continually, in this was, refused to place the country's welfare ahead of personal interest. Aim all. Canadians are entitled to a leader of whom they can be proud in any circumstances and in my comp-fly. - luxiniiluw» AND ITS CANDIDAT __.IN__. Prince Edward Island ws us»: to see that every Canadian ciiisen sbls w work has the epporwnltv to work at fair ps/y. . HOW DO WE PLAN THIS? ..- By the full use of all our resources and productive capacity: by fostering inter- national trade; by developing cur banking and credit system, snd by the use of the power and finances of the State in necessary public works. k WE WILL: - Help individual and eo-opsrativa entqprisc to increase employment by revisin crippling tax systems, by removing controls and regulations which slow down the ex- pansion of legitimate enterprise and by improving relationships between the Govern- ment, Labour and Management; Increase our imports and exports by keeping trade barriers as low as possible: See that the powers of the Bank of Canada are‘ used to supply ample credit for an expanding economy; Undertake a. carefully planned programme of socially desirable projects, such as low-cost rural and urban housing, rural electrification, conservation and reforestation, natural resources development-all on a national scale. ' ' AID FOR THE FARMER Y. FARMERS must have their proportionate share of the national income. Wc shall secure them this through a system of pricu determined and announced m advance of production. 'l‘hese prices will be based on s study of the most recent fig- ures of national income. The study will show whether total farm income constitutes a fair proportion of the national income ahd, to the extent that it does not, prices will be edjused. ' To the extent that freer trade, full production and full employment fail to pro- vide the farmer with a market in which he can buy and sell on equal terms with others, we offer a reasoned and logical plan of full compensation, instead of the hlt-and-miss devices for partial compensation, which have for years been followed in recouping farm- ers for the loss which they have suffered by selling in s free market and buying in a protected market. I In co-opcration with the Provinces we will set up a Dominion-wide fsrm rehabili- tation and soil conservation plan. We will re-establish a Natural Products Marketing Act. We will consult freely with reprwentative farm organizations and Agriculture will always have adequate representation on Government Boards affecting formers‘ interests. FISHING WE BELIEVE fishermen, like farmers, are entitled to their fair share of the National Income. WE PLEDGE OUESELVES! To enact legislation to assure our fishermen adequate basic prices: To supply improved facilities so our greet national home market will be fully de- veloped and served; To promote international trade and obtain the necessary apart markets. TRANSPORTATION f‘! IS ESSENTIAL to keep freight rates low and to prevent waste due to the over- lapping of the railways, water carriers, trucks. buses and air services. We will co-oper- atc with public and private enterprise to create a fully developed system oi transporta- tion in Canada designed to furnish the cheapest and moat efficient service possible. We are opposed to the amalgamation oi the two railway systems. believing that competition between them provides a more efficient service than s single great monopoly. WE WILL SEE that a special effort ia made to remove the injustices felt in the Maritime Provinces as outlined in the Duncan report and that other sectional injustices also are rectified. ' WE WILL continue the development of our Govsrnmentrcwned Trans-Canada Airways. We will encourage private airline system. to give employment to our sinned and to speed up the development of our country. We will see that Canada plays her part in the development oi international sir transportation by means of reciprocal agreements. VETERANS WE WILL SEE that all veterans are given a square deal. We will ensure that every veteran shall not suffer material loss because of war service. To this end, we propose: Reinstatement into civilian life oi veterans on a self-supporting basis. Provision st the country's expense of such training and assistance as may be nee essary for that purpose. Assurance that alldissbled veterans are generously and adequately cared ior. Preference for veterans in public mployment and no considerations of political Atronsge to interfere. As a; direct result of the continuous pressure in Parliament by Progressive Con- servative Members, eome of the principles which we were the first to advocate have been enacted into law, notably- Pensions freed from income tax. furlough travel costs reduced. Clothing allowance increased. Department of Veterans‘ Affairs established. Veterans’ insurance. Rehabilitation grants. War mu» payments (called "gr-man'- w u» severance». The» m mm other important pnnciplo which we have ‘advocated and u which we pledge ourselves: Establishment of the “first in, first out" principle of demcbililatiou. Protection of soldier debtors against legal action. Elimination oi official red tape. Revision of the Pensions Act to provide adequate machinery and under-aims- able benefits obtainable with s minimum of formality and delay. Payment oi adequate pensions or compensation on the "insurance principle" in the event o: death or disability oi members cf tbs armed forces or merchant navy. Acccptnnce of recorded condition cf personnel on enlistment as sufficient proof 111 determining disability Wn-sicn. Any subsequent deterioration will be assumed due to service. Benefit of doubt will be given to veteran. SOCIAL SECURITY WE WILL ensure protection against unemployment, sickness. accident. old age by the foliowingpaction. Where social services ara administered provinsially we will provide grants large enough to ensure adequate standards of social security to all Canadians. We will extend the application of present contributory unemployment insurance and make protection against unemployment a Dominion reqonaibility. We will introduce s Dominion-wide contributory retirement insurance plan. Until the benefits available under this plan are adequate we will increase the amount of basic pension to at least $30 per month and lower the age limit to Q fer both men and women. We will modify the regulations so that thrift will never again be penalised. Tl-IE HEALTH of a Canadian in any cue province is as much s matter oi vital national concern as the health of a Canadian in any other province. TAXATION ‘ WE BELIEVE that every citizen of Canada should bear hi] flu" a u" u; burden required to meet the cost of all public services. in accordance with ability to Pay. WE WILL frame our tax policies so as to stimulate greater employment mg m. expansion and development of industry, natural resources and external tugs, WE ARE opposed to the principle of more than one ta: on the same income, Ind We will remove =8 rwldlv as possible. the present unfair double taxation of m- come.
