The Turks believe that, in the event of Arabi and bis army sustaining a defeat near Vairo, Arabi will destroy that place, Joi the Soudan insurgents, and at once pro- claim the independence of Upper Egypt. The officta's at Constantinople seem to know the prospective plans of Arabi, and are thought to be in secret communication with him. j crowned, for he fears the rising influence of the Grand Duke Constantine. which in. | fluence may greatly be extended by the fact | that the Czar stili remaius ancrowved. Al-| realy rumor says that the party of the} Grand Duke Constantine is growing! in organization, and is completely provided | with Ministers who would accept the re- sponsibiiity of an extended constitution. The Czar, so far, has not shown | imself to} incline to the demand for constitutional | Government ; bat it is likely that he will offer the peasantry the bait of an extended partition of the land. This would bea} great blow to the parcy of the Grand Duke, | aud also to’ the landed nobility. The | Nih lists will look fayprably of the parti-| tion ; but it will scarcely satisfy the in-| ordinate demands put forth by the ad- | vanced members of that secret sotiety. | Tue London Cabby is on the strike, and | he has chosen a most favourable time at | which to insist upon equitable terms. Lon don ¢xpends abont $75,000 a day in cab hire, and the loss which a general strike en‘ails upon the owners of the cabs is about $350,000 per week. The strike, so far, is partial. and the faurness of the claims is shewn by the fact that most of the mas- ters have acceeded to the demands of the Cabby. men. The prices paid to the eb owners . vary from $2.50 to $6.00 a day. March and April are the slackest months. At the beginning of May, m.sters steadily raise their prices until they reach the climax at Derby Vay. Then the prices. gradually decline. Cabby demands that the cabs shali be let out at a two months rental, and not dey by day or week by week according to the whun of the master. But at present the master is the stronger, and until the cabmen can, by co-operation or trade- society, acctmulate capital sufficient to break down the tyranny of plutucracy, they will have to submit to the power that always follows capital. Many a poor man in Englaud is freeing himself from the tyrannical landlord by paying a slight ad- vance in rent toa building society, and at last becoming owner of his house. The cabby, by some such arrangement, might become atter a time the proprietor of the cab he drives. Pohtical Notes.
