A GOOD SIGN. 4 good sign of the times is the freedom 7 ? fie ra with which indepen lent Liberals eriticiz tionable and unwarrantadie act of t! Goveroment. We hav >» ately had examples of this in respect to the Dram- mond Ccunty Railway Deal and Tarte’s eonduct in regard to Montreal Harbor remarkable than ion, by the Improvement. More these is the outspoken denunciat leading Liberals of Halifax, of the aggre- to the Atlantic mail $50,000 of the ment arrived at as service.—under which public money is to be thrown away. Con- ; ; i. i. cerning this aggrement the Hon. A.G Jones ia reported to have saic : «1 know for a certainty that te Allan and Dominion lines off-red to continne the service during the winter on ex'a'ing terms, and alao that they offered to run an altern- ate steamer to Halifax and St. John, the Halifax boat going on t* Portland, but the St. John boat going direct and loading there This the governmentals refused. It appears that the Government agreed to give the Beaver Line $50,000 extra for bringing the mails. This Tregavd as nutter waate of money. If they had not adhered to the old arrangements for the winter, thev had very much better have allowed the mails tocome by way of New York without anv subsidy at all, and save the $50,000 which they have un- dertaken to g ve the Beaver line. Halifax has always stood in the very front position in respect of mail service; and to have to take » back nosition under St. John is, to me at least, I do not care what other peo- ple may say or think about it, very mort)- tying. The St Jobn people must be highly amnsed at the success of their diplomacy, and our people wil! be correspondingly chagrined now that St. John takes the lead and we are left in the background. It may he aaid that we still have communication with England dimct. So we have. But we are going back, not going forward. To give $50,000 for a slow mail service 18 an unuecessary and absolute waste of public money. I have always discussed public questions on their merits, according to my best judgment. I joined in coudemning the government for their action four years ago,and I cannot change views. simply because our friends are in power.” We have no doubt that the Hon. Mr. Jones and those other disgruntled Liberals whom he represents have stated the truth and said exactly that which they believe. The question is, will they, when the time comes, vote aathey think? Will they cast their ballota for economy and the interests of the country at large, or will they atick to party and vote for the Gov- ernment which has forfeited their respect and confidence ? SYSTEM OF STREET MAKING- [n order that the care of streets may be reduced to a system the great need of the majority of towne at present is: (1) Capa~ ble oversight, so that work will be per~ formed on proper principles of construction snd in aceordance with carefully prepared plans. (2) The concentration of funds so that work of a permanant nature can be undertaken. An authority already quoted by Tae Examiner remarks that system, 28 applied to streets and pavements, is n¢¢ generally understood, although parallel with the construction of waterworks and sewers.” With the construction of a system of waterworks, a plan for the whole town is first decided upon. The required sizeof the pipe on outlying streets is estimated. Then that of the lines by which these are supplied is computed, and so on until the size of the largest mains is known, and a complete plan showing the size of all pipes required is laid down. The whole of this may not be constructed at one time but definite provision is made, and it is constructed in accordanee with the plan as required. This isthe care with water- works systems, sewersge systems, and should be the method adopted in the coa- struction of roads. The illustration may be extended to include the raising of funde, repair aod jmaintenance all public work should becarried on in a business-like { way, under nearly one system of manage- i met A definite plan for the whole | street mileage should be considered, and é means provided for carrying it Out as | re i SELF CRITICISM. | dd Iv is contended by Professor Shortt of i» a | Wit rston, that England has been free from ; internal revolutions by rea-oun of the Capacity of the Anglo-Saxon race for self eriticiem. The Royal Irish Regiment, according to the latest reports, was maligned by ihe telegrams that represented it as so ti:saf- feeted as .o be untrustworthy, and that for such cause it had to be sent to ths rear. The truth is now stated to be that, owing to the unhealthy district it had beeo oper- ating in the men were eo knocked up with malaria as to be physically unfit for duty. This is a reasonable thing to believe The report that the famous 18th was fuoking was not. A part of the operatives employed in the Wikulamoroschoff cotton factory, at Oreschovossijewo, near Viadimir, Russia, have gone out ona strike. The striking workman @ few davs ago became riotous and marched in force to the house of the manager of the factory, which they set on fire, the building being destroyed. Then they proceeded to the factory, where they forced open the safe and tvok therefrom 50,000 paper roubles which they burned. The manager of the concern fled, fearing that he would be killed by the rioters and it was eventually found necessary to call out the troops to quell the disturbances. Come, sit with me, love, in the gleaming Of the firelight’s flicker and flare! Together we'll drift in our dreaming Away from the trouble and care, And the present with all its sorrow Forgotten tonight shall lie As we talk of the glad tomorrow And the some day by and by, Of the day of our hopes, belated, When I win from the world a name, And my thought ship’s decks are freighted With honor and gold and fame. And all that is brightest and clearest In the wealth of the worlds supply I'll bring to your feet, my dearest, In the some day by and by. By blossom and bloom surrounded Our own litile nest shall stand, The castle in clonds we founded, The home that our hearts have planned, Where never a shade of sadness Shall darken our sunset sky, And life shall be joy and gladness In the some day by and by. But if of our dear dream stories No tale of them all come true, And the sky of our grandest glories The tempest shall hide from view, Then, facing it, dear, together, With never a tear or sigh, We'll wait for the clearing weather And the some day by and by. —Joe Lincoln in L.
