     If Canada withdraws 
     
     from the International Comm- 
     
     ission of Control and super- 
     
     vision (ICCS) at this time, 
     
     it could endanger: 
     
    

    
     l) the successful 
     
     implementation of the peace 
     
     treaty; ‘ 
     
    

    
     2) the inhibition of 
     
     further violent actions in 
     
     the field; ' 
     
    

    
     3) the progress of 
     
     politcal negotations just 
     
     begun between the Provisional 
     
     Revolutionary Government and 
     
     the Saigon Government; 
     
    
   
   
    
     AND FURTHERMORE : 
     
    

    
     If Canada's withdrawal 
     
     were to coincide with the 
     
     return of the last of the 
     
     American POW's, it could 
     
     appear that our presence had 
     
     been planned only to facil— 
     
     itate their return, while 
     
     failing to demonstrate any 
     
     concrete concern for the 
     
     fate of the remaining hundr— 
     
     eds of thoUsands of civilian 
     
     detainees still tortured in 
     
     Thieu's prisons; 
     
    
   
   
    
     THEREFORE: 
     
    

    
     Before the Canadian 
     
     Government considers with— 
     
     drawing from the ICCS, there- 
     
     by providing Nixon with a ' 
     
     possible rationale to resume 
     
     the bombing in Vietnam; 
     
    
   
   
    
       
     
    
   
   
    
     WE PETITION THE CANADIAN . o. ' f 
     
    

    
     to immediately obtain 
     
     and publish full written 
     
     documentation: 
     
    

    
     1) from all four mem— 
     
     bers of the ICCS relating to 
     
     all known and reported cease— 
     
     fire violations; and 
     
    

    
     2) from the Canadian 
     
     Red Cross relating to their 
     
     access to all prison camps 
     
     in Vietnam both POW and' 
     
     civilian, as set out in
