The same analysis applies to other Provinees besides Prince Edward Island.” Torento Globe. Tuts is an excellent summary of an article which recently appeared in the Patriot. The Globe says the illustration is ‘‘ very appropriate.” A few very material facts are, however, omitted frum it, and thus the conclusions reached are quite fake. The article is clearly directed against the National Policy of the present Government. But the Patriot conveniently forgets to state that cottons, woollens, ete.—the arti- cles of import it mentions—were subject te | aheavy duty under the se-called ‘ Free Trade Policy’; and even were the late | administration still in office duties weuld | still be levied upon these articles to the | extent of from 20 to 30 percent. In fair- ness the Patriot should, therefore, have taxed the National Policy with only the amount in excess of the duties which ‘‘Free Trade” (so called), would impose upon tose articles, in the endeavor to make up tuficient revenue to meet the public re- quirements of the country. The§Patriot’s ‘‘very appropriate illustra- tioty”’ also lacks the striking and important feature contained in the fact that the ship- ment of sheep from this Island to England is rendered fpossible by a Government subsidy to the steamer “Prince Edward” of $8,500.00 ayear. The taking of our thousand sheep to England cost the present Government just about $1,500.00 in cash. Thus the present Government has something more than made up to our farmers and shippers for the number of sheep they have taken to Ottawa in excess of what the late Govern- ment would have taken. But nothing is so abhorrent to ‘‘ Free Trade” as ‘‘ bonuses” aud ‘‘ subsidies” for the promotion of com- merce; and so the Grit Party (which is devoted to Free Trade) could not, on prin- ciple, have given the steamer ‘‘ Prince Ed- ward” a subsidy. Consequently, the shipper mentioned (Mr. lake) could not, if the Grit party were still in power, have shipped the sheep ; consequently, Mr. Blake would not have bought the sheep from our farmers; consequently our farmers would not have profited to the extent they un- doubtedly have profited by reason of the trade in sheep; and consequently it would have been utterly impossible for the shipper (even if he were in the dry goods business) to exchange sheep in the British markets for British cottons and woollens. But the shipper of the sheep (Mr. Blake) is not in the dry goods business. This is another fact which the Patriot has left eut of its ‘‘ very appropriate illustration.” Suppose, however, that he were, and that he had sold his sheep in the British markets, and pfteferred to turn the sum he received for them into goods: he could buy in England to better advan- tage, on account of the increasingly numer- ous cotton and woollen manufactories which the National Policy isenabling us to develop in our own country; for he could say to the English merchant—‘if yeu do not sell at sueh and such a price, I will take my money home, and buy the goods I want in Halifax, St. John and Montreal.” Without the National Policy, he would be, at least to a much larger extent than he now is, depgrfdent upon the British mer- chant; and w6uld have no recourse but to purchase from the latter at the price which the latter would require. The shipper is not, however, in the dry goods line; and instead of sending a tribute of sheep to Ottawa, he will bring his money home—free of duty. It all probability he will expend a very large proportion of it in the purchase of more sheep from our farmers—who will ‘again draw a profit from their flocks which (as we have already shown) they could not possibly draw if the present Government were not im power, and the National Policy not in operation. We could here appropriately moralize on the sin and shame of misleading the people y means of ‘‘very appropriate illustra- tions” which lack the essential element. But we refrain. That to all attendants, male and female, continued faithful service shall give a right to increased wages on a certain fixed ecale ; (2.) that cottages on the grounds be pro- vided for married attendants ; (3.) that a chief attendant for the male and female wards respeetively, be added to the present siaff; (4.) that all who are able to do so be required to make their payments regularly, and that overdue arrears be callected ; (5.) that as soon as practicable the upper part of, the building be finished; (6.) that arrangements be made by which better accommedatien than that now pre- vided may be given to those willing to pay for it.
