Bryce, Cahada's deputy minis- ter of Finance has received the Vanier Meda! of the Canadian Institute of Public Administra- tion from Governor - General Vanier Mr. Bryce, 55, was honored at a Government House ceremony attended by about 40 people, in- cluding high-ranking civil serv- ants at the federal. provincial and municipal level The medal is presented an- nually by the institute to dis- tinguished public servant Gen. Vanier warmly. praised Mr. Bryce for his ‘service to Canada since he joined the fi- nance department in 1938. The Governor-General’s _ tri- bute was both a personal and public one. He said:+‘'The con- tribution which Bob Bryce has made is one. which, of course, affects every Canadian but I cannot help mentioning. the more specific assistance he gave me personally during my first and most difficult years in my present office when he served as clerk of the Privy Council. “T need hardly tell you how reassuring the encouragement and unfailing aid of Bob Bryce were during this period. He has been a wise and impartial ad- viser, not only to myself and to successive prime ministers, but to all who had the wisdom to seek his help.” Mr. Bryce, who received his masters degree in economics from -Cambridge University in 1935, was clerk of the Privy Council .and secretary to the federal cabinet under three prime ministers, Louis St. Lau- rent, John Diefenbaker and Prime Minister Pearson. He held the post from 1954 until his appointment in 1963 as dep- uty minister of finance. Twisted Ballot Case Reported OTTAWA (CP)—The case of the twisted ballot, as a means | of switching support from one political party to another in. an | election, has been reported—by. Dr. Mare Arsenault, defeated Progressive Conservative candi- | date in Mles-de-la-Madeleine in the Nov. 8 federal election. In an interview here, Dr. Ar- eenault, who lost by 307 votes to Forestry Minister Maurice Saauve, charged his opponent re- ceived votes from illiterate elec- tors when Liberal party repre- | sentatives in polling booths turned the ballots upside down before they were handed to the voters. . Dr. Arsenault. said his cam- paigners told voters who could not read that if they wanted to vote for him they should place an X beside the first name on the ballot—his own, because of alphabetical listing. But the Lib- erals, he said, turned the bal- lots upside down before they gave them out and the name, Mr. Sauve, became the first. Dr. Arsenault did not say how many votes wére involved. Newsprint Output Up MONTREAL (CP)—Canadian tewsprint production in October amounted to 685,816 tons, an in- | crease of 21,896 tons or 3.3 per cent over October 1964, the Newsprint Association of Can- ada has reported. The production rate im Oc- tober was 95.7 per cent of 1965 | rated capacity, against 91.3 per | cent in. September. In October | 1964 it was also 91.3 per cent of capacity. Canadian shipments totalled 693,576 tons for. the month, an increase of 32,370 tons or 4.9 per cent over October 1964. Ship- ments to United States consum- ers were 55,490 tons or 81.8 per “cent of the total, marking a gain of 11.7 per cent over October of ~last_year.
