"The Strongest Memory is Weaker Than ' the Weakest Ink.” MONDAY, FEBRUARY as, 1m Manitoba Goes Ahead O Herc is something for our legislators to lander uvcr. It is from a report 0f the activit- ies uf the Manitoba l‘u\\'cl' (Ioinniission in con- nection with rural electrification: The summary of 1945 construction show- Cd service brought to 992 farms, involving 8K2 miles of line. Forty-ave towns are having lines extended lo them. The programme, calling for 674 faruis and 42 towns and villages, in- volved 193,455 llours of labor in four and one- half months. I, Surveys are being continued and surpris- ingly enough a large proportion of tenant farm- ers are showing interest in the plan. There was doubt before the surveys as to the reaction of this group. The I946 programme contemplates connec- tions for 5,000 farms and 33 towns, villages and hamlets. A group of foremen have been trained. The material, labor and transporta- tion problem: should be easier. The weather has not been calculated. The programme, quite apart from the bene- fits it i: bringing to farms and small towns, has already resulted in one new industry in the province. Manitoba lack pine has been- fuund satisfatn-Jry for poles if given sufficient treatment. The forecast indicates some 70.000 will be used per year. They will cost $630,000. The cost per farm is down to $631.81, due mainly to improved design in materials. This will be further reduced when digging mach- ines become available in the required numbers. A map of the province shows the south- ern half of Manitoba almost completely cov- cred by complete surveys, surveys under way, surveys about to start and surveys requested. The original plan under which 80 per cent of farmers must request service before con- :tructioii is started has been abandoned. The percentage is now 65. But as the commission points out, when it actually commences opera- tion in any given area, then the tremendous ad- vantages of elccrtic power will quickly bring in the abstainer. Would that we could report similar pro- gress along this line in Prince Edward Island! As Premier Jones remarked at the Farmers‘ Federation meeting last week, rural electrifica- tion was one oi the chief planks in his platform and "something had to be done about it." Un- fortunately we have been doing nothing but mark time. The grandiose scheme of harnes- sing the Petitcodiac has come to naught, and the Federaticvrfs request two years ago for a survey of Island water power possibilities has been ignored. ll is true that the Advisory Re- construction Committee has made a report, but we do not know whether this has the aPPYOVBl or disapproval of the Regional Reconstruction Council which alone appears to have the car of the Miflister at Ottawa. Everything is at sixes and sevens at a time when other provinces are going ahead with well-concerted plans. On Cancer Increase lt is disquieting to note, on the authority of the Canadian Cancer Society, that cancer is on the increase in all CiVlllZCd countries. In Canada it is estimated there are at least 59,- 000 cases right now, and that one out of every II persons will contract the disease at some time in his life. The increase in cancer can partly be explained by the frict that more people are being saved each yea: from the diseases which used to kill their predecessors in middle life-anon: ticonle now live to reach the can- cer age-between 40 and 65. when cancer seems most Pfevalent. Also doctor: are better equip- ped to diagnose the disease. In_ former years many more people may have died of cancer than was recorded. _ _ The next few years ore bound to be vit- ‘ ally important in solving the problems of can- cer. lntensive research is goinr on all over the world, and at no time has the pro!!!“ M"! brighter of rci-illv finding out the cause 0f can- cer and how ll- treat it in a more 009111" Way- A ' 3.000 Mile Trek C , Operation Muskox, the 3,000-mile scien- ' elite trek, is on its WHYTCTOSS ‘the barren land: pf tbpNorth, heading lll a great loop from ' - hill on therlm of Hudson Bay, acros: the Arétic, and thence south to Edmonton. The British Labour Government, through its Minister of Information, Mr. E. j. Williams, has just announced a I00 per cent increase, from $2.50 to $5 per aniium.
