If Canadians generally are to learn to shoot they must learn in early youth. After twenty-five a large | portion of men who have never shot have a positive inclination to learn, and tl easily persuade themselves that they have not the time to learn as aduty. It will be found that the rifle clubs will fail to prove even temporarily attractive to any but a small number and, where their effi- ciency is not maintained by goverment requirements such as prevail in Switz- erland, where the whole male population is required to take a course in shooting, tueir attractions are liable to be too often of a demoralizing sort. In Ontario, after the second Fenian raid, an attempt was made to form rifle clubs in some counties. Twenty or twenty-five members, not one-tenth of the male population of a village, was considered a large club, and of this number some of the members did not practice at the target half a dozen times. Those who practiced for a time were the good shots and a few who enjoyed shooting for its own sake. The youth of the families of the members who were allowed to use the fine Henry magazine rifles used by the members of some clubs received the greatest benefit, but the cost of the cartridges, two and a half cents each, was a great deterrent to practice ontheir part. The rifle clubs very soon died, out and so it will be after the excitement of the Boer war is past. Butif boys between the ages of twelve and fifteen years are given the opportunity to learn to shoot they will learn to shoot and to shoot straight, and always with the idea of hitting some object, which is not the way army recruits are taught to shoot. There should be a range or a tube in every school district in the [)ominion, with rifles and ammunition supplied by the government for the free use, toa certain extent, of each boy of the proper age, and the guardian of the rifles and ammunition—the school- teacher or other person—should teach the boys the proper care of the weapon, Range shooting in the open is by far the best practice in every way, but the Morris tube, where open shooting is impossible, is perfectly serviceable.
