THE Sie Witrarp Lavrier’s ressons for refusing to supply the complement of his plebiscite, viz, @ prohibitory law, are published e’sewhere. It will be seen that in this case Sir Wilfrid applies a principle which was not beretofore been recognized in respect to popular elections. If a plebiscite held in any tewn or municipality in respect to sewerage or electric lighting, or tram care, or apy thing elee, the result would be governed bythe mejority of votes cast, But Sir Wilfrid, it appears, requires for prohibition considerably more than @ majority of all the votes there are to poll. Sir Wilfrid says: were “We are of the opinion that the fairest way of approaching the question is by the consideration of the total vote cast ip favor of prohibition, leaving aside alto- gether the vote recorded against it. Ip that view of the question, the record shows that the electorate of Canada, to which | the qnestion was submitted, comprised 1,253,84+ voters, and of that namber less than twenty~three per cent, ora trifle over one fifth, affifmed their conviction in the principle of prohibition ” shuf- flers. It was not suggested or thougbt of before the plebiesice held. = It will not be approved by men who are accustom- This is the device of ingenious was ed to see the most important questions of state decided by a ms) rity of those who vote when given ‘be epporiuuity. Bat, as the Montreal! Star points out, “so far trem leaving aside the vote against probibition, the Premier has added to it sil the votes that were not cast atall, arguing therefrom that bis eminenily just Govern~ ment could not think of touching question because it had only secured the support of 23 per cent. of the electorate. Thus Sir Wilfrid asserts that the man who did not vote, the dead man, the absentee and al! those who cared nothing one way or the other, really voted as effectually against prebibitionas the opponert who went to the polls. This is one way ef “leaving sside altogether” the “hostile vote.” Mr. Spence in the course of an interview says : the “ The opposition vote wes smaller than ours, and we know of ballot-stuffing and other frauds in Quebec that made the anti-vole there appear much larger than it really was. The honest anti-yote was a much smalier percentage ef the whole than oure, and there is noreason why ir | should be considered euflicient t» prevent | probibition if ours was considered too | smal! to warrant legislation.” | li appears that, ap rt from Quebec the | msjority in favor of probibitioa was | 107,947; and of 148 constiinencies, the prcohibitioniste carried 120bv an ae mejority of 1 042, or twenty per cent for ‘ U E Perkins & G The Money Saving Store, seabed SEEDS! Mr Spence probibition, while the anti-probibitioniars | declares that ‘‘it is absurd for the Premier to say that he cannot give probibitioc to 23 per ceut. butwiil withhold it for the 15 per cent.” Mr. Spence’continues: “T think chat probibitioniets will resent this action on the part of the Government. They asked us to vote, never suggest ng that we would be counted out, even though we won, unless we polled a great vote. We have as good a right toclaim the etay-at home vote fer probibition as the Govern- ment has to count them against us. If Stay-at-homes are opposition, the Libersl party was badly beacen at the last election, If the Government counts percentage, they should look at the whi le situation. “The percentage of the voters’ list in the different provinces, outside of Quebec, was:—Ontario, 27 for prohibition, and 20 against; New Brunswick 30 per ceat. and less «than = «eleven = against Nova Scotia, 37 for and 6 against; Prince Edward I[eland,38 fer and 4 againat Manitoba, 25 for and Gageinst; N W' T., 27 for and ‘3 against; aod in Britiab Columbia, 16 for and 13 against. .Pro- hibitionists went into this campaign in good fai.h, believing that a viciory would bring them prohibition, never imagining that a mioority for the liquor traffic would be counted a victory against prohibition. The opposition strained every nerve acd spent a vastamount of money. I consider thie is outrageous treatment, if er they were beaten by @ majority of 13,925. Oo ali principles of fairves-, parliament has ® right to enact legislation tor which the people voted Refusal todo it will raise imtense indignation aad a feeling that the prohibition cause hes been treated with ipexeusable irjustice, ’ The Montreal Witnese, one of the strong- eat Liberal newepapers in all Canada, gays : “We are convinced that in shelving this great question by a simple fiat refusal the goverumept bas taken m most perilous eouree, throwing itseif open to the taunts of 118 political opponents in the Heuse and to he aoger of di-appointed patriois in the country. The implied reflec.ion in much tat hes been said by the government, that the probibitiopisie are not in earnest, it certaily achallenge to these to show that trey are. Whatis pow possible to the good citizens who kave been brought to thiuk themselves within measurable dis:anee ot prohibition, only to bave that hope indefinitely postponed, is to let .beir representatives Know Lew it in eufficiently strong cermeé to etrepgthen the hands ot thore among them who are anxious, like themeselves,to carry this reform, but who are at present complaining of tbe imeufficiescy of their mera] back-~ ing.” There plain words are not unlikely to be follewed by acts which may cause the sapient Premier some miegivings ere long. i The temperauce men of Canadacan lose nothing, and their cause may gain much, if they show in @ practical way that they resent the deception that has been prac- ticed upon them. KEEP THE STANLEY AT WORK EERE. Weare in receipt of a letter, evidently written some weeks ago, and somewhat out of date now, showing what the business men of this Provinee think of having the Stanley —which bas praetically been indebited to P. We publish it as an expression of public opinion which may have some effect hereafter : “I have a serious complaint to make.
