Che debate on the budget by Mr. Cockburn Mr. Davies followed, dealing largely with the management of the Intercolonial Raii- way and charging that freight rates had been placed too low oa that line. He took Mr. Wood, of Westmorland, to task for the assertion that there was prosperity throughout the Maritime Provinces. Con- tinuing he pictured the Maritime Provinces as in a state of stagnation. Mr. Tarte, in LeCanadien to-day has an important article which may be regarded as the Roman Catholic answer to the Tor- onto Globe's demand for disallowance of the Jesuits’ bill. (2nd) That the Pope’s name appears in the bill, not as sovereign authority acting upon the legisla- ture, but mostly as a party to a simple contract or bargain, which the legislature has a right to make; 3rd, That the Pope, like any one else, can be a party to a con- tract with any government not excepting the British Government. Terrible Railway Aceident. CAMPBELLTON, N. B., March 19. One of the saddest and most disaastrous accidents to life and property which it has Leen our painful duty to chronicle, happen- ed about one mile west of Rimouski this morning. The express No. 33 had left Rim- ouski, and while runuing at full speed col- lided with a special freight train running east from tiver DeLoup that had not its orders and _ tried to cross the express at Rimouski, but owing to a heavy train being on, and perhaps heavy curves, was unable to do so. Engineer Horace Whitney, son of H. A. Whitney, Mechanical Superintendent of the I. C. R., and Fireman John F. Hoy, of the express, Coaductor McLeod and the fireman of the special were killed. Very little freight was damaged and no baggage. The passengers also escaped. in Favor of Wniecn. Sr. Joun, N. B., March 20.
