It appears that the united protest of the powers against the Manchurian agreement has proved effective and China has at last definitely refused to sign it. When the history of t-he episode comes to be written, we doubt not lt will appear that the past few weeks have been fraught with great peril, not _only to the Chinese Empire but to the peace of the world at large. It would be fortunate for the western powers if Russian cupid- ity and greed, which brought about the Manchurian agreement, could be disposed of as summarily as the agreement itself, l but this is too much to hope for. ‘ Neither Russian nor Chinese diplomacy _ _ _ or. _,_ ¢ ‘,t.xke$ account of moral considerations. _ E N E R j From the beginning of the Boi trouble China has sought to divide the civilized powers against each other and so para- lyse their force. Russia, whileavowedly acting with the western powers and Japan to obtain redress for the outrages committed upon their subjects and safe- guards forthe future, was all the while Empress and` her advisers. The result was the secret treaty by which under the guise ofa nominal protectorata Russia 'was to obtain military possession and right of occupation in Manchuria and Mongolia. When once the existence of this secret agreement became knownto the western powers they were confronted with a grave crisis. Britain Japan and Germany were ` the active protesting parties. The United States held aloof from interference, and the drst attitude of France led to renewed suspicion that she was acting in support of Russia. There is litt-le doubt that China was fhlly committed to concede practically everything to Russia, 'with the trust that Russia would in turn lend her protection against any and all other powers. It is clear that Russia 'has in- sisted to the last that China should sign the agreement made. It is equally clear that the strongest possible pressure was brought to bear upon China by the west- ern powers and Japan to prevent her signing. We can readily imagine that dismenberment of the ancient Empire was threatened, and then China yielded. Will she now, or at the end of the pre- sent trouble, withdraw heir forces? And if slfe will not voluntarily do so how is she to be compelled? It seems probable enough in th is _view of the case that the nal crisis is only adjourned to a future day, alnd that when the day of fin al set- tlement comes it wi1l_and in the very dismembcrment which China has for the I time narrowly averted.
