The taxpayer will | ask, and rightly so, how we propose to take care of this overdraft. First, I may say that in October of 1930 the Town borrowed from the Trustees of the PrinceCounty Hospital $10,000.00. During the sum- mer of 1931 the Trustees asked for the payment of this loan, and the Town gave them a cheque for this large amount, plus the interest. This loan was shown in last year! financial statement, but was paid out oi.’ the 193i Town Revenue, thus increasing the overdraft to the amount of $10,- 440.41. In addition to the above explanation regarding the overdraft, we have the following collectable amounts!- Government Grant on Water Street East, payable at once 8 7.50000 Amount due from Property Owners 0n Water Street East 4.17500 Amount due from Property Owners on Central Street ........ 1.40000 Amount due from Property Owners on Green 8t Summer Sta. . 0.00000 Total $19,075.00 You will notice by the above statement that with the amounts due. the bank overdraft is pretty well taken care of, as well as the HosPlifll loan being paid in full. During the past few years expenditures by municipalities all over Canada have been excessive, and in many cases very little to show in the way of permanent inlprovemcnts. This, however, is not the Case With Summcrside. we have ample evidence of Mrmunent improvements, and I am confident thlre is not five percent of the citizens of Bummerslde who will be willing to go back to the old methods. We must have con- fidence in our Town as well as our ability to solve our many problems as they present themselves, and co-operatlon among the cltlmnsu with world depression as it is being felt even here our borrowing must stop at least for the present because there is no urgent need for it. There never was a time when it was as easy to carry on the affairs of the Town as it will be for the year 1932. Our ratepayers are taxed perhaps the lowest of any Town, ilavlng all modern improvements, of its size in Canada. There is absolutely n0 necd to increase the taxes, and still the excellent service given our citizens can be continued. Today with Water Street, Central Street, Summer Street and Green Street paved, the‘ cost of main- taining streets with our new tractor and pavcr will be more than cut in two. With this saving and some others there is no reason why consider- able pnvlilg could not be done this year and paid from ordinary revenue without in any way increasing the debt. This would not only iielp out during the unemployment period. but we would be unending our money for something permanent.
