At Santiago the American forces are closing in on the doomed city, which must soon sur- render at discretion or be carried by assault. At Madrid there is a politi- cal crisis caused by the resignation of Premi-r Sagasta. “flint the result of the fall of San- tiago will be it is diiiicult to forecast. It will be a less important matter than the 'iestruction of either Cer- vera.’s, or the Manila fleet, but follow- ing those disasters it will make an ac- cumulation of defeat which will in- volve a terrible strain upon any new cabinet that may be formed and upon the Queen Regent as well. Peace might now be made by the Spanish government were it possible to arrange it upon any such terms as the mere loss of Cuba. But it is pro- bably true as is reported that the American , demands will far exceed this concession. War now as in past ages, means woe to the vanquished, for the terms are still to be dictated by the victors. And yet to continue the hopeless struggle will mean only that Spain will be subjected to in- creasingly intolerable terms. But it seems improbable that any government at Madrid can, without further losses, consent to cede both the Spanish West India Islands and pay a war indemnity of $240,000,000 besides. Hence we conclude that , even after the fall of Santiago the war may go on till other and more decisive blows are struck. _ There is some doubt about the an- nounced intention for the American squadron under Commodore Watson to make an attack up the coast cities of Spain. What is more probable is that the American commander will endeavor to intercept and destroy \Camara’s returning fleet. A special e&’ort will also be made to destroy the considerable number of gunboats and old war vessels which Spain still has in her West India ports and harbors. EDITORIAL NOTES. This is nomination day in the first district of Prince, the seat having be- come vacant by the resignation of Mr Haskett-. At the last election the figures stood: Haskett, Conser- vative l,l23; Gaudet, Liberal, 930; majority for Hackett 193. The Toronto Globe points out that under the preferential tariff the pur- chasing power of the people is in- creased. For instance, under :the old tariff a person importing 2,000 yards of cotton costing in Manchester five cents a yard had to pay $100 to the merchant in England and $25 to the customs oiiicer in Canada. Now he pays $115.8-5, or, in other words, saves enough to buy 102 yards more of cotton and to pay the duty on it. The new legislature of British Co- lumbia, when complete, will contain 38 members, an increase of tive over the old house. It no_\v seems prob able that Premier Turner will have a majority of two or three, as some seats for which elections are to be held are conceded to the government.
