, WAR INDEMNITIES-
In compelling Spain to pay roundly
for the cost of the war the United
States has many precedents in history.
The defeated nation is always made
to suffer.
At the end of the war with Napol-
eon the Great the allies powers chang-
ed the dynasty, took from France her
frontier posts and compelled her to
pay for five years the cost of an army
of occupation. _
As the result of three wars With
China, in 1640, 1857 and 1860 China
was compelled to cede Hong Kong to
Britain, open sundry ports to com-
merce and pay money indemnities of
$35,000,000.
In the war with Mexico, the latter
being too poor to pay the cost of
$100,000,000, was compelled to cede
to the United States California and
New Mexico.
The heaviest war indemnity ever
exacted was that levied by Germany
on France after the war of 1870. The
war only lasted fight months in all,
but France was compelled to pay a
billiou of dollars within three years,
and in addition, to cede the provinces
of Alsace and Lorraine. The first
demand of Bismarck was for $200,-
000,000 more.
The next largest indemnity was
that demanded by Russia from Turk-
ey at the close of the last war, in
which by the treaty of San Stephane
Turkey acknowledged an indebtedness
to Russia of $750,000,000. It has
not yet been paid, but Russia holds
the right of a judgment creditor. n In
the late war between Turkey and
Greece the former was only permitted
to exact an indemnity of $20,000,-
000, or about one tenth of the cost
the war to Turkey. The limitation
was caused by the inability of Greece
to pay a larger sum,and the unwilling-
ness of the powers to permit Turkey
to acquire further sway over a Chris-
tian population.
Many fuither instances might be
cited, not always in support of the
justice of such exactions, but as evi-
dence that in war the right of the
strongest prevails, and the defeated
nation must pay in money or terri
itory the penalty of defeat. No other
power is likely to intervene to prevent
Spain being compelled to cede the
Phillipines to her conqueror. The
powers will not tie their own hands
against the time when it may befound
convenient for one of ‘them to make
and enforce like terms against some
defeated nation.

jority against prohibition in Quebec
is anything like as large as stated by
Le Soliel there have been great frauds
in connection with the polling. And
yet the returning officers were all
sworn to the faithful discharge of
their duties, the same as in parlia-
mentary elections. \Vhen we get the
official returns it will more fully ap-
pear whether an investigation will be
in order.
There are two of the GUARn1aw’s
proposed improvements that are ap-
parently making no progress. One
of tlieseis the free public library, ii,
very much needed institution, the
want of which will be greatly felt' in
» the long evenings of the near future.
The other improvement, the realiza-
tion of which had been hoped for be
fore this date, is an improved tele-
graph service with reduced 1-a,i;es_
Something was practically promised
in this latter line, but it seems the
time has not yet come. Both these
Improvements would have been reali-
sed long since but for a public apathy
that is most unaccountable. But
they must yet come,
who, with his wife has been for some I
weeks visiting her relatives in Dan- r
vers, Mass., has sailed for England
again.

It is disappointing to learn that
the reported finding of the Khalifa’s
treasure to the amount of ten mil
lions sterling turns out to be untrue.
The flying chief has his treasure with
him, apparently, and the value of ,

Grenadier Guards greatly impressedf
those who saw them on their recent
return from the Soudan. “Wh l

Having got possession of Northern ‘
China by his “peaceful” methods the
Czar is now turning his attention to
Persia. The first step is to send a
special agent to Teheran to invite. the

found to be as susceptible to Russian
diplomacy as Li Hung Chang was. the
. rest will be easy. -
A few days ago the Madrid govern- 
ment refused its promise to evacutel
Cuba. by the first of December, declar- ‘
ing it impossible. Then the matter
was referred to the Paris commission
and our yesterday’s despatches tell
that the Spaniards will now get out
by October 18th. This quick change
of front is attributed to a. hint that if
matters were not expedited military
force might be resorted to. More ‘
troops and battleships are also on the
lway to Manila, and this can only
mean that if the demand for the sur-
render of the Phillipines is not
promptly conceded forcemay be wel
_in that quarter as well.
A sharp reporter with a nose for
news learned from one of the Queen! 2

horses of the royal equipage had shied
while Her Majesty was taking an air- `
