CANADNS EASTERN BOUNDARY.
Unfortunately for Canada her territory
is shut in cn the west by_ the long strip
of Alaska which for hundreds of miles
shuts out the Mainland of British Colum-
bia from the Pacltic, while on the
east Qu:-.bee is in like manner shut
out from tho Atlantic, from the
Straits of Bollaisle northwardto Hudson's
Straits by the strip of land which is own-
ed by Newfoundland and known as the
Labrador coast. Just bow wids this strip
of land along tha const ls now forms the
subject of dispute between the Canndlnn
and Newfoundland governments. Canada
has been anxious to have tha mutter de.
termincd by n friendly reference to the
Privy Cou ncil, but so far Newfoundland
has refused this reasonable proposal. The
matter is likoly to reach the court of Inst
resort in another way as Premier Gouin
of Quebec has announced his intention of
seizing the lulnllcr cut under Newfound-
l_nnd license upon what ho holds to bi
Quebec lands.
Generally speaking Canada claims that
only the Atlantic coastline and its lish-
ing privileges with the adjacent islands
belongs to Newfoundland. Newfound-
land onthe other hand claims inland as
fur as the dividing watershed between tho
rivers flowing into tho Atlantic and those

hand Governor Bannerman, who repre-
.sented the Sovereign in Nswfoundland

visw of the casa. Tha settlement of
these conflicting claims has beooma
urgent not. only because of the lumber-
lands claimed by Quebec being exploited
by Newfoundland, but because the latter
is collecting revanua on goods and supplies
for the Labrador interior, which revenue,
if the Canadian contention is good clearly
belongs to Canada.
Alderman Gallery M. P. of Montreal
whose electldn to the Commons is con-
tested, was examined in the election court
the other day as to his expenses. He ad-
mitted giving from nna thousand io fif-
teen hundred dollars while tha total
amount expended in his election was
from $5,000 to $7,000. The court ruled
that as he had given a good idea of tha
total he need not tell where tha moneys
other than his own eontrlhution came
from. Mr. Gallery testified that he paid
no curtcrs to work for him on election day
but had paid n number for work done be-
fore olcctlon as much as $5 per night.
All the money passed through his own
hands or that of his agent and “it was nil
spent honestly," he said.
It is not. flattering to our sense of the
prcmptness of Canadian administration
of justice that thc notorious criminals

any reasonable doubt that those men were
guilty of the offence charged, or that
their crime came with the terms of the
Extradition Treaty. Still they were able

half n dozen Canadian - lawyers
have reaped fortunes in rather
questionable fees in that con-
nection. Canada wants no criminals
from across the lina or elsawhera and it is
with mingled feelings of regret for the
long deity and satisfaction for thc
final triumph of justice that our people
regard tha Incident. We are left to doubt
whether the courts of tha Maritime Pro-
vinces or of Ontario would not have dis-
posed of the casa much sooner than the
Quebec courts have done, if the matter
had come before them for adjudication:
