Sisk tail ltiiastielpowee We have pleasure in welcoming te this Prov- ince the Agricultural, ef Watertown, N.Y.. one. ef the oldest and wealthiest Insurance Com- panies in the world, confining its business to residences and farm property. With asssets ever a million, a deposit with our Government ef one hun red thousand doliars, and a gen- eral agent who has authority to write policies and conduct the business generally, this com- pany should get a Jion’s share of the business which it was erganized to transact in 1853, Mr. James DesBrisay is the Agent, We are in receipt of numerous complaints *-om resiients of Ward 5, regarding the atudious manner in which the police neglect that section of the city. Cows are ailowed to graze along Bayfield street, greatly to the anneyance of the people in that vicinity, who eften find the sidewalk in an impassible con- dition, owiug to the too frequent visitations of ‘the aforesaid cows. As the householders above alluied to pay their full quota of the taxes, it is the duty of the City Marshal to see that the officers include this section of the city in their beat. Exnacanyp’s Grear Agoatic Event —7he Oxford an! Cambridge Universities’ boat race,— We had the pleasure of seeing to-day a beauti- fully executed pen and ink drawing by Mr. H. Forsey-Breou. ‘The scene is where the beats are in position ready for the word ‘ go,”’ The starter who is on the bow of the Umpire’s steamer, is calling to the crew, ‘‘are you ready?” ‘Che portraits of oarsmen are very geod and the expression of each man’s coun- tenance is exactly that which might be expect- ed when they hear that all important ques- tion asked by the starter. Each man’s face tells the tale of eagerness and determination to carry of the laurels ef the day. The work was commenced by the artist when he had to Igber under great disadyantages but we have no hesitation in saying that he has turn- ed out a drawing that not only does him eredit but shows that he possesses more than ordinary ability as an artist. Such a work should, and we feel sure will be, appreciated by all admirers of fine art. The artist, Mr. Fersey-Breou, is endeavoring to dispose of this tine work and wehope that he will meet with such auecess as will compensate him for his labor, The picture is now en exhibition at Rubin & Hart’s cigar store, cor, Queen and Richmond streets. a Weather Bulletin. NEWS BY TELEGRAPH, | KUROPEAN, | PORTSMOL ri, July ou, | The troop ships are being prepared with | the ntinost vigor, LONDON, July 30. | Vienna, Paris and Berlin state that the journals of those capitals ex- press the opinion that the Afghan disaster is causing less activity in Turkish affairs on the part of England The Times says: ‘*We do not believe that Ayoob Khan’s power in the field will prove in the long run more formidable than that of any of the other Afghan Sirdars who col- lected so-called armies and gained tem- perary by surprise or over whelming numbers against small bodies of British troops.’ It is stated that arrangements have been made for the despatch of four or five thou sand troops te Afghanistan from England within a few days. The military anthori- ties are prepared to supply from England, within the next fortnight, 12,000 troops of allarms. The Admiralty has signified t» the War Department its readiness to provide transportation for 20,060 within three weeks. Gen. Sir Garnet Wolseley come to London yesterday from the Isle of Wight after hearing the news of the dis- aster at Candahar. <A _ teleyram from the Viceroy of India, last night, refers te dis- patch of reinforcements froin various parts in India. Candahar is provisioned till the end of Oetober. Spe eiuls from Successes Bombay, July 30. Inforination received by the Indian gov- ernment that the military strength of Ayeob Kahan has been utterly under rated. | Sr. Pererssura, July 30. shows The Gilos says that with the accession of Abdurahman Khan as Ameer a phase of Afghan events terminates. ‘Two powerful neighbors of Afghanistan have stretched out to each other hands of reconciliation on the grounds which had become matter of dispute only in consequence of the ineur- able Russophobism of Lord Beaconsfield. The new Ameer owes his present posi- tion quite as much to Russia as to Eng- land, Lonpon, ‘uly 30, A despatch from the Viceroy siates that reinforcements for Afghanistan are being pushed forward as rapidly as possible and will consist at least of strong brigades with artillary and cavalry, The troop ships at Portsmouth are being prepared with utmost vigor. Hundreds of men are working over time. A despatch from Calcutta says that Gen. Sandimann reports that having become an xious about the state of affairs at Candahar and that not having heard from General Surrows in a longer time {than usual, and knewiny also that Ayoob Khan was en route to Candahar from Herat with a heavy force, he sent reliable men to Candahar to obtain information, At the time of sending his-report Gen-Sandimann said his messen- gers had been ten days absent and he feared they had fallen into the hands of some of Ayoob Khan’s scouting parties. It is re- ported that assistance will be sent at once from Chameen Cheki. This undoubtedly refers to forces under Gen. Phayre, whom Earl Granville stated yesterday in the House of Lords, had been recently station- ed at that place, A later despatch, however, contradicts this and states that Gen. Phayre has telegraphed that he is unable te move, aud that he will not assume the res- ponsibility of attempting to relieve Canda- har until he can have a force at his com- mand strong enough to preclude the pos- sibility of anether reverse. A despatch from Simla reports a certain amount of dis- turbance between Chaman and Candahar on the direct line of advance of any reheving ferce from the former place. Despatches from Cabul report all tranquil there to-day, and that twenty theusand British troeps are in the capital. It is known, however, that these are mostly native levies, whose allegiance cannot be depended upen when there is any temptation to break forth. Hence the situation in Cabul is one of quiet with apprehension of revolt. Lonpvon, July 30. The. House of Lords has passed the bill for the relief of Irish distress, A Berlin despatch says it appears that France has resolved to withdraw her iron- clads if the naval demonstration should de- velop into real action. CoNsTANTINOPLE, July 30, The official notice to the press threatens suspension or suppression if they reproduce the articles of European journals hostile to Turkey. The Greek press is particularly referred to. Mr. Goschen has informed Abeddin Pasha that military preparations ou the part of Turkey would precipitate a naval demonstration. ; ———— * UNITED STATES. Parsons, of the schooner Ceorge | Washington, from Jamaica, reports that! when on the outward passage, off Cape Maize, the eastern pointgyf Cuba, fourteen miles off the coast she was overhauled by a} Spanish gnnboat, the officers searching the vessel and mustering the crew. They left without doing anything further. Mempnuis, July 30. Steamer City of Vicksburg sank this morning at Ashport, Tenn. The passen- gers were saved. Boat was valued at $50,- 000.
