No votes will be issued on subscriptions to this pa-
per during the life of the contest uness for paid sub-
scriptions and for no shorter period than six months on
thc daily, and one year on the weekly.
RULE N0. It-The first publication of names and
vote standings will be made at an early date. The voting
will commence at once. All newspaper coupon votes
will be void unless received zu»-the Guardian ofiice, con-
test department, within the time marked thereon.
Each issue of the Guardian, daily, and thc Weekly
Guardian will contain a ballot good for one vote which
will be published during the contest except the last two
weeks.
RULE NO. 4-Any district that shows little or no
activity will be declared otl` It nl said district will be merg-
ed with the district closest to it in voting strength. and
the contestants from said district added to the one with

EULE N O. 5-All votes which have been voted will
biiiled in the Contest Department subject to the inspec-
tion and verification of a contestant’s own votes at any
time during business hours of the contest.
RULE NU. 6-A board of three responsible busi-
ness men will have exclusive control of the ballot box the
last night of the contest, and after a canvass of the vote
declare the winners. The decision of the Board of
Judges will be final and admit of no appeal.
RULE N O. 7-No salaried employe or close relative
of a salaried employe of The Guardian, who is actively
employed in the plant of, this paper, is eligible to enter
this contest.
RULE N O. 8--Candidates must enter from the dis-
trict in which they live. The Contest Manager to decide
any question regarding the proper districting of candi-
dates. Candidates moving from one district to another
after being nominated, will be retained in the district in
which they were first nominated.
RULE NO. 9-Votes cannot be transferred from
one contestant to another, nor can one candidate’s
name be substituted for another. Should a candidate
withdraw from the contest his or her votes will be with-
drawn. Votes once withdrawn cannot be recovered.
RULE NO. 10-In case of a tie between two or
more candidates, identical prizes will be given those ty-
Ing.
_RULE 11--Nominations of candidates may be made'
by anyone at any time, except the last two weeks, dur-
ing the contest, without cost. The management of
The Guardian reserves the right to reject any nomina-
tions or applications at its discretion. Any contestant
wishing to have his or her name withdrawn from the list
of contestants must write or call personally as positive-
ly no telephone withdrawals \v1l be considered. Tllerv
will be no cllulige in the vote schedule during the entire
contest. and it will remain [Permanent as herein announc-
ed. _
RULE N0. 12-Contestants will compete only ag-
ainst the contestants in the same district for the regular
district prizes and against other districts as exéilained
for the grand prizes, The winners of the gran prizes
cannot win district prizes too. The district prizes  go
to the next highest in the district, if grand prizes are
won in that district. p Q
RULE N0. 13--This contest will close at.10 p.m.
Saturday, May 24, 1919.' 
RULE N0. 14--A candidate who makes any disposi-
tion of subscriptions securedin this contest 0ther_tl_ia1n\re-
porting them to the Contest Department will be declared
disqualified, and the name peremptorily removed from
the list of candidates. _ _ _
RULE NO. 15--No statement or promise made by
any solicitor, canvasser or agent varyn from the-above
rules as set forth will be recognized by The Guardian.
