Officials say that unification can't be accomplished simply by issuing an order that the three services are suddenly one. Before. this, they say, there must be a' revolution in thinking in the armt-d: forces to match the revolution in l weapons which has taken place in the last decade. This process probably will take years. BOUND BASIS . But the" forces already have a sound basis on which to work.
