As Japan is our next neighbor across the Pacific, and we have a direct steam- ship line connecting, the Japanese tnrii’i` is a matter of some interest to our people. Japan has a general tariff, which is not a very high one, but is varied ae- cordlng to the articles, ranging on the average from 15 to 20 per cent. About ten years ago Japan made trade 'conventions with fourcou'ntries,Great Britain, France, Germany and Austro-Hungary, by which, as far as tariff’ is concerned, she fixed l specifically the duties on certain articles looming from those countries. making them, in a general wav, from one-halt to two thirds of what the ordinary duties arc.Tliese lists of articles comprise almost entirely uianufnctured goods. In each ot the treaties, however, there is what is called the “most favored nation clause," so that if any one of the countries nmned la given a lower rate of duty than one of the others on any of the speciiled articles all four countries get lt. In the treaty with Great Britain provi- sion was made for the Colonies to come in on like terms with the Mother Country provided they desired to do so within two years. This limit expired in 1806 before Canada had made the necessary applica- tion, and down to the present Canada does not enjoy the advantages of the British treaty. It is hoped that the Do- minion may yet be permitted to come ln, as it has been learned that the Japanese Government is not disposed to prevent such an arrangement, which would apprlrentlyhe to the advantage of both countries.
