Canada. has many Parliaments great \ and small, the greatest of which is now in session at Ottawa. These Parliaments, whether federal or provincial, are, how- ever, composed of men, elected by men. They are paid for attending the sittings, paid mileage for their journey to and from the place of meeting, and they have the power to make laws governing the greater atfairs of the country and sealing with the lives and property of men,women and children. Just now another Parliament has been sitting in the City cf London, Ontario which in its way also represents the entire Dominion from the Atlantic to the Pacific. There are absut half as many delegates present as sit in the Commons at Ottawa. But this is a Parliament of women, instead of men. It has no law making powers. Its members neither receive nor claim indemnity nor m_ileage. They travrl and meet together at their own costs and charges. The °Women's Parliament represents the women of Canada, who happen to be almost as numerous as the men. It is an august body, too, for the greatest ladies in the land are included among its office-bearers and members. But no pomp and circum- stance of parade marks the opening of the session or signalises its prorogation. The other day when the National Coun- cil of women met at London Lady Taylor, wife of the Chief Justice of Manitoba,pre- sided. Each member was presented with a badge of ivy leaves, tied with the Coiin- cil colors of dark and light blue, ,an-‘l with the word “Altior” written in gold letters on one of the leaves. These were sent out to them by the Countess of Aberdeen, the founder of the Women’s Parliament in Canada, its first President and some time the head of the great International Coun- cil of the Women of all nations. The leaves had been gathered at Hadd J, and the word“Altior" was the legend which Her Excellency had left with the Council as a motto. With the charming souvenirs wa sent a letter of kin ily greetings couched in the tender and felicitous terms of which Lady Aberdeen is so capable. Not unimportant are the deliberations and discussions of the National Council of Women, or the work in which it is enga- ged. Last year it issued an important Hind-book on the “YVonien of Canada, Their \Vork and Interests," which was packed full of information upon vital mat- ters which the ordinary parliamentary and informing and important as those of any 'other gathering in Canada. D. a member of the Council. Nothing can be of greater import- ance than the deep interest thus induced among the women of the country ln publlc health, sanitation and the prevention cf disease. Equally valuable ls the interest taken by the Council ln all that pertains to mor rl reform, the improvement uf tlze condition of factory workers, the better surervimn of prisons, work-houses, jails hospitals and lunatic asylums. ' In f.-nt the Womens Council is doing a g 'eat work as the federal head of all those , o.-ig nizaiions of women throughout the lc iuatry which are furthering the progress of allerillghtenlng, uplifting and human- itarian enterprises. It works with un- equal success in different localities owing to local cause-, but in its broad scope as an agency for inoral and intellectual eleva- tion tlirougliout the Dominion it has al- ready accomplished much, and is capable of yet doing much more. It was a happy thought to thus organize a body which psh wld bring into -activity or gre iter effectiveness the energies and intelligence of 8 large portion of the population, whose powers for public usefulness would have otherwise been in part misapplied or have remained dormant.
