NICUOLSON, VITAL STATISTICS At the last session of the Legislature an act was passed to secure the regis- tration of births, marriages. and deaths. to lie known as the Vital Statistics 'Act. This measure had long been needed, and the Legislature and Government had been urged to enact it by the medical pro- fession, by the \Vomen’s Council and by various newspapers, Including The Guardian. We now have the law iii operation. its provisions are about as simple and incxpenslveas they can be made. The i’rovince is divided into registration dis- tricts with a Registrar for each. The father of any child born, the occupier ofa house in which a death takes place, and every clergyman who soiemnizes a niar- riage are required to report such events to the Rt-gistrar of thc district. Births must be reported within thirty days, deaths within seven days in country places and within tivo tinys in Charloltc~ town or Sumniersltle and marriages witliin thirty days. Clcrgynien, doctors, toroners and under takers should all intake themselves ucquuiiitetl with the provisions of the \'itzil Statistics Act, as there are pro- visions of iuiportnnce _specially applying to theui. For instance every clergyman is required to keep :L register of all persons whotn lie brtptises, or marries, or nt whose funerals he oriit-intcs. And no eitwgytnan, in CIint'lottct0\\'ri, Suunuersidc or (leon-gctowxi shrill bury or perform any irint-ral or religious service for the burial of the fiend, unless he has received n burial certificate from the Registrar. The medical practitioner in attendance :luring the Inst illness of any deceased person, is obliiredto report thc death of such person to the Registrar' with it signeti certificate of the cause of death. This isa most important provision as it will supply much needed information in regard to the fatality of various diseases, in regard to which no reliable statistics are no\v availnhle. The law is,as welhave said in its general scope simple and inexpensive to the individual, ns the Government pays ull charges for the registration of births and deaths. Almost all civilized countries, states anti provinces have long had ri system of registering hirths.marriages and deaths, some of which systems In the older coun- tries are very elaborate. The Province has been behind in this matter, and it is to the credit. of the Government that the want has been supplied. We bespeak for the Act thc loyal support of all good citizens, in promptly reportlnrz all birlli.=, deaths or marriages occurring in their households. The law provides penalties forthe neglect of these duties, but. it is liopcrl and expected that these may not bc required. It is to be oliservcd that just in proportion as the three most importan events in life are reported and placed on record will be the accuracy of our vital statistics report. The prime object of the law may he summarised to be: To obtain nccurate information asto the number born, and the blrthrntc ‘per thousand; of r_he number who tile, the cause of death in cinch instance, the proportion of deaths from each specific disease, as tuberculosis, for instance, the total death rate per thousand of population, and the propor- tion of deaths to births; to prevent concealment of births, or deaths, or burials, and igcncrnllyto supply Such I-28 d I vr Telephone No. 25 information In regard to vital statistics us have been hitherto wanting here butare avaliable in all other countries. ive desire to impressupon our readers the importance of this measure, which is one that The Guardian has advocated for nianyyears past. An instance of this importance is found in the inovementfor the prevention and cute of tuberculosis. Hitherto we have been entirely In the tlark as to the number dying of the white plague in our Province. Registration of deaths wilisupply the needed in!orma~ tion. As to thc number of births we have been equally in the dark and the vital statistics of the Dominion have been sadly inconiplcte because this one Pro- vince had hitherto no system of registrar lion. lt is uiost desirable to ltnovt' how our Province couiparcs in general healthful nt-ss \\ ith otlier Provinces anti countries. \\'c believe itwill be found to compare favorably, but we do not know until wt have the fuels oilieiully reported and taliulnteti. We believe that infant. mor tulity Is relatively sniitll here, as compared with Montreal, Quebec or Toronto but we want to know the facts in orrler that our Province und City may be duly nt-crt-tlitetl. 1-`or these reasons ue tlceni it iinportziiit that all good citizens shall co~opc1'riic \viiIi thc oilicinl lieigistriirs in niakiut.: thc statistics as full nnti accurate as possible.
