By Guardian's Special Wire) CYITAWA, Jilly 1.-Labor Minister Rogere tonight announced conclu- sion of Dominion-Provincial agree- ments under which at least 630,000.- ooo will be spent this year "as a direct stimulus to employment." in addition to more than 840009.000 votd' in supplementary estimates for federal works projects. The new agreements for idiilt works on a 50-50 expenditure basis contain a mandatory clause provid- ing at. least 50 per cent of those em- ployed on projects covered by tile $30,000,000 shall be taken from le- lief rolls. The Minister made a simultane- ous announcement that grants-.*n- aid to provinces for direct relief will be cut 10 per cent during July, Aug- ust and September. He said this step had been decided in View of rho “improvement in general em- ployment. and in anticipation of ihe reduction of relief rolls through the joint works program.” Mr. Rogers said operation of the mandatory clause in the Dominion- Pmvincial joint works agreement would have the result of “reducing the relief burden of municipalities and would also make it possible to determine the direct effect of puolic works projects as an aid to the re- lief burden of municipalities and would also make it possible to de- tcrmine the direct effect of public works projects as an aid to the re- llcf situation." He said projects covered by the agreements will consist largely of highway construction "which will be developmental in its ultimate effects through the stimulus it will afford to two of the major industries of the country, namely, the mining in- dustry and the tourist trade." He emphasized provision in the Eflmements that grants-in-aid shall '10 llibiect to quarterly review. “Ba- fore the next revision takes place in September." he said, "it is expected that the national employment coni- miaeion will have curled out :l rc- resiatratlon of those on relief and that any new readjustment of the form and amounts of grants-in-aid will be based on an analysis of the nctual relief situatitm in each of the provinces. .
