The Daily News’ special from Plevna says :—‘‘ The last three days the Russians knew that Osman Pasha’s provisions were exhausted, and that a sortie was preparing. They received news on Sunday that he would concentrate his whole army near the bridge over the river Vid. The news was confirmed during the night by General Skobeloff who discovered that the Turks had silently evacuated the Krishing re- doubt and all their positions on Green Hill. kobeloff occupied these at seven in the morning. Some twenty-eight ladies, representing the Wo- men's Temperance Union, petitioned the Town Council to withhold liquor licenses ‘so far as is possible consistent with the law.” The petition calls attention to the fact that gambling is carried on in many of the drinking places, and that there exists a demoralizing dance-house where young women, as well as young men, are induced to enter on a vicious life. The matter was fully discussed at the Council on Monday night, and it being decided that the Board could not legally refuse licenses to those who had the necessary hotel accommoda- tion, &c., ten licenses were granted. A. Wilbur, who runs the dance hal! complained of in the petition, was refused a license, and 80 was P. R.
