Foster Homes For Future Citizens EDMONTON, Alta, Dec. l5.-—(C. Ill-About 500 children are being placed yearly in foster homes by his department, Capt. K. C. McLeod, provincial superintendent of child welfare, told the Lions Club. These children are classed as neglected, delinquent or the children of un- married girls. The work of placing them in foster homes, and thus pro- viding thcm with normal conditions, has been most encouraging and successful, he said. Another branch of work that is looked after by his department, the widows pension fund, is one that presents serious problems. There are in the neighborhood of 1,600 widows to be looked after and the grant this year was cut to $431,000. During the past year 545 children of unmarried parents were taken oars of, and the mothers assisted. In many cases money was secured from the father for the support or partial support of the children. Speaking of the neglected child- ren in Alberta, Captain McLeod stated that in many cases neglect was not due to carelessness nor cril- elty, but to sheer poverty. Parents actually were unable to provide the necess y clothing, food and proper shelter.
