Remember that the granting of re- medial legislation does not necessarily mean the restoration of power to Roman Catholics to establish and conduct separate schools az befure 1890. The privy council took special care in delivering judgment to show that the Manitoba legislatare had full constitutional authority to pass the school law of i890. There tre ways in which the grievance of the Roman Catho'ic minority may be remcdied without setting aside the decision of the Protestant ma- jority. lam confilent that the Dominion Parliament will try to find the most efli- cient and most just of these plans, 12. Remember that there wouid be no agitation in regard to the Manitoba school question, if it were not for the fact that Mr. L aurier’ 3 pirty wishes to mak- politi- cal cap! ital out of the agitation. 13. Remember that to place Mr. Laurier in the place of Sir Mac- kenzie Bowell would not be a triumph fur your Protestant principles, and ask yourselves the question, “Is it wise to sac- rifice the commercial prosperity of Canada when by 20 doing we have not the ghost of a chance of advancing P.otestant prin- ciples? ” 14. Kemember that in attacking Sir Mackenzie Bowell you are fighting the battle of the man whore own party papers reported him as saying with great fervency, “Thank God, there are no Orangemen in my party,’ I have been asked why I do not urge all Orangemen to support Mr. D’Alton Mc- bree ? He insults Orangemen now in his val lie appeals, even when arrogantly as- suming that they sh uld follow him. . His trade policy, adopted, as was his wie ies sudden'y for the pur pose of weakening the party that dared to assume that it couk Lexist without him, is in my opinion opposed to the best interests of Canada. 4. Mr. McCarthy is a purely selfish pol!- tician. I am pressed for my views in regard to the resignation of Hon. N. Clarke Wal- lace. Frankly , think Mr. Wallace made a mistake last spring in taking such a position as would probably ultimately | force him to resign. I think, too, ihat he chose the worrt possible time to resign. I cannot refrain from Saying, too, that | it was ungenerous to sneer at Sir Frank | Smith in order to gain a little me nears from an excited audieace. Sir Frank | Smith spoke of Mr. Wallace in a much more courteous and considerate way. 1| do not believe that Mr. Wallace himself really thinks Sir Frank Smith suggested that Sir McKenzie Bowell should be made prime minister with apy im proper motive. There never has been a public man in Canada whose reputation for absolute in- teyrity is more deservedly high than the character of Sir Frank Smith.
