In every other branch oi the Post Oflice and all other Government Departments from the janitor to the highest otiic- ial is on permanent salary basis, so it is easy to see the injustice that is shown to those employees. There is no system under which any man in Canada has ever been employed that is so unfair as. the system today in operatidn when the mall contractor is employed.
