O In proposing the naval vote in the Imperial house of commons on July 22, Mr. Goschen. who was received with cheers. said that before he submitted ihe supplementary programme, which the house no doubt expected, he wished to say a few words with regard to the previous programme. The Admiralty had made good progress with the ord n- ary programme of the year, though he was bound to say that the effects of the labor diliiculties still hampered them to a certain extent. Three cruisers had been delivered-the Diadem. the Europa and the Niche.
