The annual report of the Postmaster General ls to hand containing the usual statistical andother information regarding tlicpostal service for IM, and some mat- ter of special interest. There is perhaps no other department of the public Service which comes in .such close and frequent touch with all the people of the countryas the Post Office, and they can hardly fail to be interested in the steps taken by the present energetic Postmaster General, Hon. Mr. Mulock, toimprove the postal system. 4 Since lst July 1896 the followingchanges and improvements have been made: On July 1, 12108 the Dead Letter Branch, theretofore centralized at Ottawa, was de- centralized, branch offices being establish- ed in each of the Provinces, so as to save the delay and expense of transmitting all dead letters to Ottawa. By this change it was also found practicable tolconduct up this branch with a greatly reduced staff. On the same date the Department es- tablished a Special Delivery system in cities, by which letters prepaid by Special Delivery stamps are delivered immediately or their arrival at the Post Ofhce by spe- ` cial carrier. Thousands of letters have been thus delivered with the utmost promptness; - On August 4, 1808 the Postal Note sys- tem was created to provide the public with a cheap and ready method of trans- mittinz small sums by mail. These are now available in denominations of 20e,25c, 300, 402, 500, GSL-, Tile, Silo, 9.`»c, $1, $1.5), $2. $2.50, $3 and $4. Since the introduction of the system over three quarters of it mill- ion dollars have been sent through the mails in these small Postal Notes. The number of Offices now issuing these notes has been increased to 2,6-1'). Ori Christmas Day 1835 the system of Inter-Imperial Penny Postage ivas put in operation, under which letters between Canada, the Mother Country, and various parts of the Empire have since been carri- ed for two cents per half ounce instead of five cents as before. This great reduction has resulted in largely increased corres- ponden cc between the distant parts of the Empire. On January 1, 1899 the letter rate with- in the Dominion was reduced from three cents to two cents per ounce. This was done at a heavy low to the postal revenue, but we are pleased to learn from the re- port that the change has been accompani- ed with such a. marked and continuous increase in the number of domestic letters being transmitted through the mails as to warrant the conclusion that the loss of revenue consequent upon such reduction will be soon overcome. I During the same period there has been ii constant increase in the number of post offices, in the frequency of the mails and the extension of ,mail routes. Last year alone 138 new post offices were opened and 400,906 miles added t-o the mileage over which the mulls are carried. A large number of the existing offices are served more frequently' than in previous years, weekly service being changed to semi- weelzly, semi-weekly to tri-weekly, tri- vreekly to daily, dally to semi-daily and S0 OU. Of course there is a deficit in the Post Office Department, and if there had not been a. deficiency before the changes and improvements above referred to were brought in, we might expect there would be a deficiency now. But it is as gratify- ing as it is surprising to find that the fin- ancial operations of the PostOfllce Depart- ment for 1899 present a more favorable basses .plan those or lane. The above cited, facts and figures, though giving but an] imperfect and partial view, are quite suflieient to show that the Post Office Department has greatly improved itsi working in recent years, and is now welll abreast of the times. 1> Aweek from yesterday the Provincial Legislature will meet, at which it is un- derstood some important measures will be submitted which are now in prepara- tion.
