Hirst, we have the Anglo-American eombination, with a capical of about}.£7,000,000 sterling, cables representing three totally extinct b hist and three (one being the acquired French cable) in working order, the late break in the 1373 cable being now repaired, Secondly we have the Direct Cable Coin- pany, with a capital of about £1,090,- 900 and one first-class cable. Senator Carvell, of Prince Edward Island, who took the initia- tive in directing public attention to the law under which his Province was suffering from existing cable and telegraph monopo- lies.” Shortly after the elevation of Mr. Car- yell to the Senate, we ventured to express the opinion that, given the opportunity to de this Province real service, it would be found that he would not let any eppor- t-mity And if the attention he has—in the nick of time, it appears - directed to the Telegraph monopoly of this’ Previnee by the Anglo- American Company result in breaking it lave received - i mniueieed. pass by unimproved ud, our prediction shal! ai = least very” tion. As well ex- peet to see flowing streams amid the sands of Sahara, as free and cheap telegraphy io Prince E!.\dward Island. But a perusal of ef this vamphiet will show that we need n.t yet abandon hope. The iirst article (that in the Cidiren of the 12th April) gives a historical resvme of the many in senious stratagems and manoeuvres by whic! The sscond acticle is devoted more particularly the monoply was secured. ‘ to the consideration of ‘‘the Telegraphic situation,’ and to the remedy for the evils existing in this regard. We quote from the latter to-day, leaving the exposure of the tactics of the monopolists for a future issue of Tux Examiner. It is now enly necessary to state that,in order to secure the monopoly in perpetuity, it was neces- sary to ‘‘ engineer” the passage of an Act through the Deminion Parliament. No less than five different Dills, all with the same great end in view, were introduced by the monopolists—the idea being that if one miscarried the other might get safely All five were progressing unim- throuvh peded, until Senator Carvell detected their particularly upon this} the attention of bearing and effect Provinces; and directed Senators and other influential men to them. It is now almost certain that this ‘‘ tinish- ing stroke ” is foiled ; and, if the proper steps be taken, the monopoly may yet be removed. The Ciimen says :— ‘© Ag the Marine Telegraph Law of now stands, we have power to demand that the Anyle-American combination shall re- meye their submarine cable connections with Cape Breton, Nova Scotia, er forego exclusive monopoly rights over the shores of Newfoundland and Prince Edward Island, said rigits having already been proved by practical science to be of little and fast di- minishing commercial value. Such power, we maittain, is at our command, and if a! strictly legal course was pursued, we can compel the relinquishment of such exclusive rights and privileges, for, be it remembered that tho Anglo-American combination ‘can- not land their cables elsewhere. in conse- quence of the enactment which prevented the second French company landing their cable upen the shores of Massachusetts un- til they signed an express proviso in unision with our own Act of 1875. To such an as- sumption of power we have hitherto been met with the threat that the whele eivilize.! community would denounce an arbitrary preceeding, which might, for a time at least, deprive the world 1Onr= 1O{O0] Cable ivufluence, and forever destroy the power of absorption now so Ube wpulously Anglo-American : ’ exercised by the combination Wich such dire etiect upon all cable enterprises, the mani- fest result must be that we shail have the Anglo-American combination, with their three cables and £7,000,000 of representa- tive capital, brought into competition with the two cables ef the Direct and New French Cabie Company, wiih a representa- tive capital of about £2,000,000 only. And with what result} ither the Anglo ettin & American combinaiion must reduee the tariff, rate to 50 cenis per word, as originally pledged to the world by the Direct and both French Companies, or the Anclo-American, in order to held fast its pooling arrangements with the First French and Direct Cable Companies, and also to enable them to maintain their powers of coercion over the Second French and all future cable enterprises must abandon their monopoly righ:s in Newfoundland and Prince Edward Island, and thus en- able both ihe imperial aud Dominion Gov- ernments to exercise their legitimate rights within British possessions. Seeing that Newfoundland is not the key to the con- tinent of America fer telegraph purpeses, we have little doubt as to the cheice of the Anglo-American combination ; but in either ease, if our rulers do their duty, the pub- lie will be the gainers, e cher by a material reduction in tariff rates, or by free tele- eraphy; and we demand. therefore, the strict maintenance of our Jaws and a just and prompt settlement of the vexed ques- Lion at sve.
