The stand taken by by the Canalian Government was, without doubt, a highly improper one; and the fact that Mr. Chamberlain bas sug gested that Lord Minto may consult the Canadian ministers abeut the selections, of the British government and too evident a desire to “let them, down easy.” om + —_—— N)?23 AN D COMMENTS. — Great news from the front ! — The Western go'd district at Los Angelee, California, shows a steady outs put. —Three hundred miles to Pretoria, is a long and hard march. MoxrmmaL, May 5—The Montreal grain oa the Dominion Government | merchants were treated to an unpleasant surprise yea‘erday. The Montres] Float- ing Elevator Company, of the port, ad- | vanced their rate for transferring grain | from the river and lake barge to the Allan | tteamehip to a half a cent per bushel, or one-quarter per cent. each to the lake and river traneports and to tke eteamship com- pany, who, however, recovers it from the final purchaser of the grain. The rate last year was one-quarter of a cent per bushel to each of the two parties. The difference in the charges amounts to 2@ per cent,or $100 instead of $80 upona if barge load of grain of 50,000 bushels. Upon a season’ business at this port of say fifty million buehels, the addition would amount to $50,000 which will eventually come out of the pockets of the farmers, => o———_—- FoorsaLt practice at the Park to-night ai 7 o’clock, A DRAFT SPEECH. A pRarr of the Lieutenant Govy- ernor’s speech at the opening of the Legis- lature, tomorrow, has been engaging the attention of a committee of “* The Execu- t've ” We are enabled, to-day, to publish The reader will not fail to obeerve that the literary fioish is somewhat better than that of the ordinary Lieutenant Goyernor’s speech, aud that, besides evidences of an the following “ copy.” of this ‘* copy ” active imagination, it contains a great deal of truth frankly expressed. From these two characteristics, we argue that itis the result of a combined effort or the part of the Attorney~General] and the Lands. It is abruptly ended,—from which we conclude thet there is something more Commissioner of Crown somewhat to be added. Possibly the Premier wi}] cond emn the whole thing”—though we hope not. In case of such an eventuality, we withhold Tag Examiner’s criticiem. The“ copy ” eubmitted is as follows :— Honorable Gentlemen of the Legislative Assemb!y,— I have great pleasnre in meeting you, for the first time, in your capacity of res presentatives of the people ; and I trust that nothing will occur to mar the ap parent harmony which. at present prevails between the Leader and other members of my Government. Your meeting in this the gentle season of spring, when the birds are twitiering in the trees and the frogs are singing in the ponds, will, Itrust, be productive of great good to the province. As the sower eows hiseeed at this season, ao you will, I trust, conceive great thoughts which will fructify (sic) tothe advantage and pros- perity of the country. Since the prorogation of last year mv ministers have been engaged in several conflicts with the people,—in all of which they have come out second best. Their majority in the Legislature, as you cannot tailto have noted, bas con- ecquently reached the vanishing poiot; and they have since been engaged in a grand endeavor to hold on until after the Dominion election, An effert was made to nduce Mr. F Peters to repeat the trick of last year; but thie failed. More enccees attended the operations conducted with regard to Mr. Pineau. The power of the law was brought to bear upon him from one direction, and from another there came luring offers of big pay, an easy time anda visit to the Paris Exposition in company witha distinguished member of the adminictration at Ottawa with which my Government is in co- partnership. It has been reported that a “hitch” occurred at O'tawa and that Mr. Pineau was dropped in Boston ; and it is feared that he may even yet appear to claim the seat for which he was duly elected. The greatest, triumph of my goversment was scored in respect to Mr. Wise whose resignation, accompanied by certa n condi- tiens, was placed in the hands of my First Minister several weeks ago. By aclever rase, Mr. Wise was induced to change the wording of his resignation and ro to nu’- lifiy he eonditions upen which it was sub mitted. My government has thus bcen enabled to avoid the opening of the dis- trict and yet to secure the vacancy of Mr. Wise’s seat in thie legislature. Somuch time has been occupied in these negotiations that little attention has been given to the public requirements and nene to the forma‘ion of a ue® policy. My government propose to go on as they have been going; and several bills have reen prepared with the object of en- abling tbem to do eo. ou will, Iam sure, be glad to learn that the revenue of the Province bas been considerably augmented by the operation of the tax imposed upon the | quor dealers of Charlottetown. From the finascial and provincial point of view a continu- ance Of thie special tax upon citizens of Charlottetown is advieable. But certain rsons persist in declaring that the tax involves the principle of “license.” that drunkenness,is‘in the increase, and that the political exigencies of my government require a renewal of the Probibition cry, which is one to be conjured with in Dom- inion and Provincial elections. A measure to this end will, consequently, be submitted iu the hope of again hoodwink~ ing thosetwho desire a higher standard of tem peranee and morslity.
