This roadway is certainly a notable public improvement of @ pe manent char- excver,—aod we hope that the Mayor or sigoing Councillors will be able to show early that too much has not been paid cit. Citizeas desire im provements ; but they do not desire that the cost of such saprovements shal! be excessive, and they ike to think that they can trust the City Council to be as economical as possible. Ve cost of the roadway is much greater (ban they auticipaied, and they are entitled 2 20 explanation of the reason why. But if the expenditare is about $° 8500 the r. venue aabeo consilerably enhanced. Io 1895 ee wece pts of the City Council amounted we 60,179.49 and in 1897 to $75,606.06. In 8°3 there was a surplus shown of $3,285.47 and in 1897 a surp!us of $336.75. ~Liow was Aweong the receipts are $512.50 obtaived 2s premium on the sale of school deben. aeres,—which ought, in strict justice, to tare gone to the reduction of our school Sew. Inc’uded in the receipts are aleo 38°01 .00 obtained by the sale of real esta'e «om “ing Street. That is to say a valuable -aseet, costing $2 610, has been swallowed ap ia the expe iditures of last year. The sxasount obtain-d tor the King Street pro- g@erty ought certainly to bave gone to the es veater in 1897 than in 1895, this latter surplus obtained ? - vedaction of the city debt and not been «ated to cover ordinary expend twer. Again, og notice that the C ty Council obtained “rem the Water ~ mmissioners the sim + $9,600 00, and they paid out op accornt * ipterest on water debentures only $8,- 10. The diderence of $1,210 will, we presume, have to be paid to the coupon holders during the prerent year, and must come outof the present year’s revenue. Besides, $6000 came from the eale of de bentures added to the amount of the debt. If, then, we subtract these extraor- linary items of revenue— Premiums on sale of debentures..¢ 512.00 Sale of real estate... ....se0c0,. 701.00 Unpaid coupons of 1897, ...... e+ 1721018 Proceeds of Debentures sold:...... 6,000.00 Beted, ..:. stdbcecnes vedoedse ASS. 16 —from the ordinary revenue of the Coun cil, we Shall find that instead of a surplus of $336.75 there is really a deticit of $8,. 086.35. In the two years that are past, the debt of the city has mounted from $320,212.07 to $348,437.22, an addition of $28,225.13. If the gentlemen who are about to app2al for a new lease of power can show that the city has good value for thia amount it will be well with them. In view of the failure to fulfil the expectation as to a reduction of taxation, held out by the Mayor at the last election, the explamation ought to be particularly clear and cocvincing. It is needless to say that we have little eympathy with those who denounce the Councillors because they expended a few dollars in the entertainment of themselves and others when the Governor General was here. Certainly the use of wines and liquors cannot be said to be consistent with the epirit of the Scott Act. But that may be excused—as in accord with the custom of the city— if only the Council- lors will show that the city has good value for thelarge amountofthe increased in- debtedness and expeni ture. -_——— => o—._____ AN ERRONEOUS IMPRESSION, Ir is a mistake to suppoee that sewera;e will add materially to the rate of civie taxation, Sewerage. in this respect, may be compared with waterworks. Our waterworke do not add to the rate of taxation. The net revenue of the -water— works amounts to within a small fraction of the interest on the cost of construction aod we have aundance ct water for fire purposes into the bargain. In like manner the net revenue from sewerage will go to meet the interest on the cost of construc. tion. For every water closet, etc., that will be put in, a yearly fee will be paid by the holder; and there ueed bs no fear that these conveniencés will not beas numerous oralmostas numerous in our houses, stores and oilices after sewerage is provided a3 water laps noware. Moreover, but to estimate that after seweraze, there will be a cousiderable in- crease Of batus, water motora, etc, all of which will coptributeto swe!] revenue Oa Waterworks account. it is reasonabie the civic Colonel Waring’s estimate of the total cost of con- struction, with 10-per cent added to cover all contingencies it, in round numbers, $134,000. Suppose that the cost rund up to $150,000. Due interest on this amount, at 4 per cent, is $6,200—about fifiy cents per head of our p»pulation,—and who would not gladly pay this small sum for the sake of the household comforts und conveniences resulting from sewerage ? This would be the extent of the increased costeven supposing that the sewerage system will only pay working expenses,i ¢., cost of pumping, etc. But we bave reason for believing that it will pay, not only working expenser, but the intereatcon the cost as well. Besides a!) the various sums psid for the service of night carts - will be saved. It is therefure an error to suppose that sewerage will impose additional burdens upon ourtaxpay srs. It will, in the long rua, do nothing of the kind. But it will add materially to the attractiveness of the town aad to the value of property in the town. In point of fact the sewerage of towns is a necessity of modern civilization. Up-to-date people will not live long, if v ded with sewera, arate departments have made fect, to tar excell in of ambition has been kindled shortly, others that will take HOME MAKERS. NOTES AND COMMENTS. —The Liberal Government of Quebec, proposes to add $1,500,000 to the bounded debt of the proviwce. The resolution au- thorizing such action will, the Gazeite rays, come with a certain painful surprise to those of the electors who thought that with the advent to power of of a Liberal administration there would be a» end to the borrowinge on the nearly exkeusted credit of Quebec. ~—-According to aspecial despatch from Shanghai it is said there that the agree- ment between England, Japan and Russia, with respect to Corea, invoives a re-tora- tion cf the statue quoand the reinstate- meut of Mr. McLeavy Brown, as chief commissioner of customs with a Russian commissioner ai Gensan, the port of Broughton Bay on the east coast, and a Japanese commissioner at Fusan, in the extreme southeast. —The Mootreal Gazette, discussing tl e Pope’s Encveotical save: Phe veay modera- tion of the tone of the whole document wil] make it more ‘impressive among thought- ful men, whether they be Catholic or Protestant.
