On Friday the House went into commit- tee of the whole to consider the resolution extending the time fer the completion of the Baie Varte ship railway. Mr. Foster explained that it was pro- posed, in addition to the extension of time, to remit the penalty of $5,000. He quoted from the company’s estimates showing the done in connection with the railway. The total quantity ef clay and rock exeavated was 7,745,957 cubic yards, leaving onl 278,933 cubie yards yet to be excavated. The steel rails required for the work and the hydraulic machinery were all on the ground, while the cradles were ready for shipment and the locomotives were being built at the Kingston Locomotive Works. The sum of .175, or, in round num- berr, aboutthree millions of dollars, had been expended, leaving about two anda half millions yet to be expended to com- plete the whole work. He explained, fur- ther, that aseries of unforeseen difficulties had interfered with the progress of the wok. No payment would be made to the company by the Government until the coms pletion of the work. Mr. Davies, speaking on the question, wished it to be distinctly underetood that the members from the Maritime Provinces, of neither side of politics, had asked for the construction of this work, and they de- precated the idea that it was a concession to the Maritime Provinces. A letter from the secretary of the Futurity Stakes of P. E. Islund for 1891 was read by the secretary asking what premiam would be given by the King’s County Exhibition Association if the Futurity Stakes were trotted for on the Georgetown Park. The secretary was instructed to make an offer. He would not give two pence for the engineers’ opinions; they were full of theories, The engineering difficulties could, not doubt, be overcome, and the railway completed, and Canads would have to pay $2,000,000, though the railway would not be worth one cent when com- pleted. Talk about wildcat schemes, this was one of the wildest catted achemesever entered into the imagination of anyone. How many Canadiavs had a dollar invested in the capitalists, and the credi be injured when the scheme was ex posed and the railroad proved a failure. He had told the late House that if the Government brought a ship-owner, or 8 man engaged in shipping who had invested a dollar in the scheme, he would hold his tongue, but they never produced the man. He considered the Company should lay before Parliament a list of their shareholders. Then, when Mr. Fuster moved that the House again render itself into Committee of Supply, Mr. Laurier moved in amend- ment that the conduct and language of Sir Charles Tupper. High Commissioner of Canada in England, in interfering in the recent elections and in imputing treason- able and disloyal motives to a large pro- portion of the people of this Dominion, and alao in assailing and vilifying the managers of the Grand Trunk Railway Company,and in reflecting upon the position of the said Company, is a breach of the duties of the office which he fills, and is calculated to destroy the efticiency of the said office, and to injure the credit of the Dominion, besides damaging a very important Cor- poration whose shareholders have invested large sums of money in the work of extend- ing and promoting the railway system of Canada. Zio apt Mr. Laurier supported his motion in a brief and moderate speech, to which Sir John Thompson made a vigorous and exhaustive reply. After recess, Sir Richard Cartwright delivered himself of much vituperation, and was being replied to by Mr. Mackintosh when the episode occurred which, I have no doubt, will become historic in theannalsof Canada. Sir Hector Langevin, with scarcely repressed emotion, intimated tothe House, the serious news which had just been received of the Premier's health and, seconded by Mr. Laurier, moved the adjournment. 3 Since that moment, I may say, but little work has been done in Ottawa, and a period of uprest has prevailed which has rendere? work almost impossible. Alternating be- tween hope and despair, it is hard to settle down to anything, and it has been with far more than the usual difficulty that I have been able to write this comparitively short and, what, I fear, must prove uninteresting letter. The last news is that the ‘old man’s” strength is perceptibly weakening, and in all pro- bability, before this meets the eyes of my readere, the end will have come. The money belonged to English, t of Canada would | A STARTLING TRAGEDY IN NEWFOUNDLAND. Sr. Joun’s, Nfid., June 2.—Particulars of tartling tragedy have just been received from Grand Bank. James Follett, aged 35, shot and killed his brother Edward on the public street at midday. The cause of he shooting was Edward’s undue familiarity with his brother's wife. Before starting out to murder his brother, James locked his wife in a room, telling her he was going to settle the affair. He then left the house, taking with him a loaded gun Meeting his brother he took deliberate aim and fired. His victim dropped dead. James then returned to the house, and discovered that his wife bad escaped throngh a window. His evident intention was to murder her, for after shooting his brother he reloaded the gun, He made no attempt to conceal himself and was arrested and placed in jail. He expresses no regret at having committed the deed. Both men have families. Judge Prowse has gene to investi- gate the case. News Notes. Secretary Blaine continues to improve slowly.
