the line. It would be a regrettable

3 pective traffic can be well accommod-
.at-ed by the present road.
_ From Ireland to Newfoundland the
` Steamers of the near future _ will be
able to run within three days. Ac-
ross Newfoundland the railway trip
to Port-au-Basque can be made in
nine hours, and thence to North
Sydney the steamer makes the trip
in six hours, and can do it in a half?
hour less. This would make the
shortest trip between the oltl world
and the new, and when once estab-
,_ lished would command a very large
share of the trans-Atlantic travel and-
mail service. The thousands of pas-
sengers who look upon 'an ocean pas-

legislature to be only four, and counts

It is to be observed, however,_ that
great things are sometimes accom-
plished with small majorities.. One
‘of the most important measures of
reform in our Island affairs-the
abolition of the upper chamber of the
legislature-was made by a provincial
one in the house. Of course it is
good policy in an opposition ‘journal
when 'a government is to too persistent
in fetainingipower, to adopt Captain
Bobadil’s method of defeating an
army, which was to _“kill them by
cmoputstidn.”
_There are two widely different esti-
mates of the youthful Kaiser of Ger-
many. One of these estimates rates
him as a man of great shrewdness and
great ability. The other holds him
to be a vain, blustering. conceited
fellow who would never have amount-
edto anything but for the accident
of being born to the purple. Just
now he is credited with an ambitious
scheme for German expansion east-
ward, in which ~Austro-Hungary,
Turkey and _Asia Minor are to be ulti-
mately included. It is a bold pro-
gram, which presupposes that Austria-
_Hungary will go to pieces after the
death of Emperor Francis Joseph, and
that the large German element within
the empire-monarchy will then easily
aililiate with Germany. In the
meantime, as the closest friend and
protector of Turkey, the Kaiser hopes
to _absorb the lion’s share of the Sul-
Man’s’_’ affairs are closed out.
