THE: INTERCOLONIAL RAILWAY.
It seems impossibls for the journals and
politicians of inland Canada to take a com-
-mon sense view of the Intercolonial Rail-i
way and the Government Railway system
in general. In the first place they are
disposed to treat the Intercolonial as a
railway built for the Maritime Provinces
exclusively, and to hold these Provinces
chargeable with the cost of construction
and maintenance. The reverse of this is
true. ln all its aspects as a national
highway and a through route the Inter-
colonial is of more importance and a
nearly half the year it affords to the Cen
tral Provinces their only outlet to the sea
over Canadian soil. The Eastern Provin-
ces have the advantage of its local service _
and that is all.
The canals of the Central Provinces cost
a good deal more than the Intercolonial,
and are of little or no value to the Eastern
Provinces at all. These canals do not
pay their operating expenses, _but Liberals
and Tories alike view with the greatest
equanimity the expenditures of millions
yearly in enlarging these waterways,
and the inevitable hundreds of thousands
of yearly delicits, while they are sensitive
to the last degrbe in regard to any needed
outlay on the Intercolonial or any defl-
ciency in its revenue. In this respect
their judgment is not just or reasonable.
Fortunately the Intercolonial is now pay-

regard doing better than the canals.
Whether it will continue to do so when
the grip of commercial depression falls
upon us again will depend upon the
ability and economy with which it is
anaged, but we think its chances are
ontreal

In an article in the A.i§gr\ist number of
the Fortniglitly Review §»3ir John Colomli
advocates the estalilishiiient ofnaval ship-
building yards, arseiiiilii, supply depots
and large garrisons in Cfriaflii and Austra-
lia. He argues with much force that for a.
world-wide Empire it is both inconvenient ‘
and unwise to wholly centralize the man-
ufacture of allnaval and military equip-
ment and supplies in the British Islands.
It seems that in these clay armies and
navies must be, and the point on the
world’s surface where next a naval or mil-
itary force may be urgentlyrequired is un-
certain. The Empire is too vast to be
longer dependent upon a single centre of
creation and supply for all that pertains to
making war.
In Canada we have even a better loca-
tion of the raw materials for building
ships of war, or casting cannon than is
found in the United States. Coal and J
iron are abundant, and close beside each
other on our coasts. We have, besides,
immense deposits of nickel. which is re
garded as indispensable for making the
