This is a plan I have advocat- ed for years but without result from the Liberal Party. They would rather sit back and see the flower of our manhood and girl- hood leave the Province, perhaps never to return, to see our farms become vacant and our Island left with the greatest number of old people per capita in Canada. Why has not some assistance like this been put in force before. so that our farmers and farmer-'a sons would not be in the near depres- sion that they are now approach- mg. We have a veterans assistance act called the Veterans Land Act. why not a similar act fpr our civilian farmers and fishermen. I say we must have it now and the only way is to remove the pre- sent Government and allow the Conservative Party under my leadership to put into force this support and rehabilitation plan, a plan that will bring prosperity to our farmers and fishermen with no loss to the Government. Credit Essential At the present time many young men are seeking a start in life on their own as farmers and fish- ermen in this Province. They must get credit to start. All oth- or sources of loans are now clos- ed to them. why should not the Government step in and help and a Conservative Goverhment will if given the chance on the 28th. Our Liberal friends will say. where is the money to come from. The present Liberal leader has boasted in the past on many oc- casions that his Government could borrow all the money they want- ed at 2 l-2 or 3 per cent. and he has borrowed huge sums to fin- ance his yearly deficits since 1943. incurred by foolish mend- lngs, such as the "Eskimo" ven- ture. the Falconvwood barn. and now the :1.-.o.ooo smile at Hills- boro Bridge. - Has he lent any assistance to establlah our boys on our farms- why not. the investment was safe. should not our young men be en- couraged to remain here? He: not Premier Jones own son done well farming as long as he had the necessary credit? Has not Premier Jones succeeded in fann- ing. in the some way himself? He boast; of his '10 head of cattle- How many have a herd of this number or even one third of it! Why. the lad: of credit and capi- tal has been the bug-bear of our farmers for many years. We will remedy that by extend- ing capital to them. True we may not borrow at 2. 1-2 per cent new but we Will borrow and can borrow. This will be a separate clear on ordinary revenue and I feel that loans will be made at approximately 4 per cent. A farmer already set up may bor- row for stool: and equipment- Many of our farmers today would like to get more and better cat- tle. Suppose he wants to buy two young heifers which would cost say two. He can pick out the heifers he chases of any breed under the supervision of field- men from the Department. The seller will receive cash forthwith and the farmer gets his heifers lmmdietaly. We will give the farmer ample time to repay ea! 8, 4 or 5 years. In that time the offspring will have the loan paid off and the farmer will have a small hard. In further reference to farming and fishing we will find ways and means to get assistance from the Support Price funds and will press for a plan and scheme by,whlch help will be given when the emefuency arises. Teaeherf lalariea Secondly In our Platform we will provide adequate increases in teachers pay with special at- tentlon to increases to those of our teaching profession who are especially qualified and have ex- perience. Our Department of Education will at all times co- operate on a most friendly basis with the profession and I see-no reason why any animosity should exist as we have noticed in the past. To help lighten the burden of parents due to taxation and the high cost at living, we will pro- vide free of cost school books up in Grade VI in all public schools. I feel that this benefit is long overdue and the increasing cost of school books has been a. worri- some item for every wage earlier. Thirdly in our Platform, we will inaugerate a policy in reference to rural electricity, a. policy long pl Ised by the Liberal and nev- er fulfilled. The present admin- istration has no policy and never had. They would like you to be- lleve that the policy of the Marl- tlme Electric Company Is their policy, but our rural people well know that If they want a line put in they go to the Company and not to Premier Jones and his Gov- ernment. . We will put in force at regular patrol system on all sectionsof roads at all times of the year so that our improved roads will not be left to deteriorate and wash out due to carelessness.
