As Sir Hector comes to officially in- apect the PublicWorks and toenquire into the needs of the Maritime Provinces, and pot to make a politi-al. demonstration, such a reception es this is quite proper ; and we beg to suggest that steps be taken ——irrespective of Party —to iaterest. him in the public requirements of this. Pro- yinee, Whatever his political oppocents may think of him, it is patent to all that Sir Hector Langevin is undoubtedly one of the moet powerful me:abers of the Gov- eromest; and it woul!, therefore, be well to have all parties unite ia welcoming him and making him sequaiuted person- ally with our public needs-—constant communication with the Mainland ino Winter, the improvemeut of Cascumpec Harbor, branch railways, ete., ete. Sir Heetor will arrive in Charlottetown e@o Monday évening next, so that if this opportunity of advaucing the interests ef the Island, and doing honor toa distic- guished rean is uot te Le Jost, we must set about preparing for los coming at ouce. The St. John Sun vives the following eketea of Sir Hector’t Career and charac- ter :-- ** Sir, Hecter Langevis is. the most promin- ent representative of the French-Cauadian ele ment in the Dominion. He is also the most prominent Roman Cathe ic'st presént in Can- adian pubiic life. Sir Hector is a son’ of the late Jean Langevin, Ha; , who was Assistant Oivil kecretary when Lords Gosford and Syd eobam were Governors ( eneral of old Canara, andis a brother of the R gut Rev.Jean Lange vin, Bishop of St. Germsin de Rameuski, He was bern im Quebece cad educated in the Seminary of Quebec, of which city he was subsequently Mayor He studied law under the late Sir George E. Cortier, and was creat- eda Queen’s Counsel io 1864. ‘Sir Hector bes been an editer end pamphileteer of note. he was a mem yerof che Uxecutivye Couneil of eli Capaca from March, 1564, until the Uvbion im 1887, helding «he portfolios of So liejtor General and Pee :master General. He vas adslevate te the Union’ C4nference in Charlotistowna, Quebec snd. London ; avd in July, 1867, he was apcinted Secretary ef mctate for the Dominion. In December, 1869, he became minister of Public Werks, retain- jug "Rat pert t, ho until the resignation of tis Macdonald Government in 1873. On the re- turn of the Liberal-Comservative’ party to power in 3878, Sir Gector became Pestmaster General and on the djvision of the Depart went of Public Works \as named Minister of Public Works, Sir Charles Tupper taking chatge of the railwaysaid canals. Sir Hector wag tested a Companica of the Bath in 1863 ; was created Commander.of the Order of St. Gregory the Great. by [tis Holiness. the Pepe in $870, and was crested a Knight of St. Michael and St. Geo se by Her: Gra@ous Majesty during the cur:ent year. Sir Hector has sat either in the f+ gislature of Quebec or the Parliament of Canada, with the exceptien of four years, simee 1857, aud has been the recognized leader of ti ¢ French Liberal-Con- servatives since the deathof Cartier in 1873. sie Hector Langevit: is, undoubtedly, one ef the ableat publie men yet produced by our fellow countryicen of Freneh descent. In administrative ability L «1s pot second to any member of what is conceded to be a singularly able and suecessfal Administration, In a Province that is overwhelmingly Prench and Catholic, Sir Hector Pangevin enjoys the cenfidence and ree-ives the '< political support of a large majority of , English speaking Protestants. He toses no op- portunity of enunciating views character- ized by the largest tolerance and charity 2s between religious faitha and nationalities. ite has made a good pai ty leader, ia an expert parliamentarian, and on immpres-ive and cloguent speaker. The manifestations of re- gard for Sir Heetor, which have attended him on his trip throngs Ontario, and thus far on his teur through New Branswick, will be re- peated in St. John and wherever he may ap- pear im the Maritime Provinces. In Hon Mr. Caren, the zealous Minister of Militia, New Bruuswickers have seen a fair specimen of the rising J'rench-C-nadian, clever, accem- plished and bouad te win a name iu the peli- tieal history of the Dotinion. In Sir Heetor Langevin they will fed the experienced statesman, the co-laborsr with Sir George Uartier—one who has wade his mark as a pub- lie man and a snecess{ul aloiuistrator. We do net doubt that all who may meet Sir Hec- tor will be impressed b. the extreme courtesy with which he will rec. ive suggestions in re- gard to the affaira of his Department, and the arge amount of information be will bring to bear upon their disens: ion.” i “TwsundNce.— Marine. Or why has the attendance fallen off. The retroeressiou is not, we are sure, due to the tenchers, who are, taken all in all, as able and painstaking as could well be obtained. It is not eur purpose to haggle about the duties of the Supervisor of the Hos- pital for the Insane. We have under- stood that, under the direction of Dr. Blanchard, the Supervisor has had charge of the Administration Department of the Liospital, and that the Resident Medical Superinteudeut has, himself, assisted by the Matron, overlooked the nursing and care and treatment. of the patients. This is what we iufer from the by-laws; this is what we understood from the evidence given before the Stipendeary Magistrate by Mr. Mulligan; this is what we have been told by one of the trustees; and there is certainly nothing in the wording of the by-law practically meousistent with this. A Supervisor may easily see that the attendants are iu their places and doing their duty, without having anything to do with the performance of their duty, Whether or not an Assistant Medical Superintendent, or person skilled in. the treatment of lunatics, is, as the Patriot saves, required, is another question—one which the Trustees would, perhaps, do well to consider. In any case, at whaet- ever’ cost, let there ‘never again be a ‘* Manson outrage” or anything like it. We hope that, in future, the greatest care will be taken in selecting attendants ; that when a really good man is obtained he will be retained, if possible; that all irregularities will be carefully inquired into as they may occur, and that censure or ponishment will fall on thoxe conueet- ed with the Hospital Who may be guilty of breaches of discipline. _————————--- ._ 7 eo + Winter Commulcation. Richardson Srothers & Company, shipowners and agents for the Liverpool, New York and Philadelphia Steamship Company, which was formed earlyin that year. Mr, Inman was appointed to manage the shipping department of the business. Exposition at Scssex.—On Tueeday, 5th instant, an explosion ‘of gunpowder took place in a play-house erected by soive boys near the Sussex rectory. Inspired by the presence of the artillery imcamp, the beys had been amusing themselves with a toy cannon, and having part of a flask of pow- der left over, one of them threw it into the fire. The'honae was blown to’atoms, and the clothes of the three boys who were in the house at the time pretty badly burned. One of them, Master Charles Arnold, youngest son of Nelson Arnold, Esq., had his arm considerably. burned also, and he and the other two are sufferiag from some sinaller burns.
