tar to seek. The appointing power nested
then practically with the Provincial Gov-__
ernmonts, which recommended the
Senators for their respective Provinces.

laid flown at the Quebec Conference of-
Senators were generally selected froin the
Legislative Councls, and about an equal
number of Liberals and Conservatives
found places in the first Senate. With
tew exceptions the ablest men in the
Legislative Councils w~re selected. But
lf at the outset the balance ot pirtiea was
fairly kept it did not long remain so. A
-Liberal Opposition was formed at Ottawa
and more gradually throughout the
country which denounced the. Liberal-_
Conservative coalition as D Wwtiullyi
Conservative organization and gradually
helped to make it so. The large majority
ernment which had appointed them, md
so became classed as -_Liberal-Consen
vativee. '
From 1867 to 1873 when the drst change A
of Government came, there were compar-

and consequently but few new appoint-
ments. The Mackenzie Government made
a. number of Liberal appointments in
their brief term of power, but the Senate
remained strongly Conservative and
proveda. great source of embarrassment
.to the Administration, defeating their
measures and creating political capital in
the country against them. _-The Senate
was still strongly Conservative when Sir
John Mncdonaid entered upon his long
lease of power lu 1878. In the eighteen
years following the Liberal element was
_almost obliterated, whlleln -the mean-4
time and before, the membership of the
Senate had been increased by the appoint-
m¢n's made to represent manitoba,
British Columbia andthe Territories. 'L So

obtained their sccond term of power in
1896 with a majority of 34 in the 'H-:use of
Commons, they had but a handful of
support in the Senate.
