GOVERNOR McINTYRE. | [ue appointment of Dr. McIntyre to the ¢ flice of Lieutenant Governor cf this Prov- 1 |inee, in succession to the Hon. G. W ’ Howlan, surprised many persons. Every | reader will have noted that Tuz Kxaminer, | in the cool ebades of Opposition, was the | first newspaper to announce it. Even the | Patriot, was, apparently, among the “sur It is probable that when making the appointment, after so many months of priced.” anxious thought about the matter, the au- horitiee at Ottawa had in view the critical condition of the Farquhareoa Administra- tioo. Dr. McIntyre, is, we believe, the first physician appointed to the Governor- chip of P.E. Island. But we fear that.he late to save the Liberal ai- ministration for which be is to prescribe. The doom of the Government is sealed. Dr. Meclotyre’s skill may perhaps ease its jast hours or prolong its life. But nothing cao prevent the inevitable dis solution that is at band, The selection of the worthy doctor, at this juncture was, however, we have no doubt, due to coosiderations apart from his skill as a physician. In the years that are passed he had much hard, and rough, and not always successful cam- paigning todo for the Liberal party ; and he has suffered in cousequence. If party service is the essential condition in respect to gubernatorial appointments, it may be admitted that Lientenant Governor Mclutyre bas earved jis position as we!l as any of his competitors in the race for the appointment. Wehopethat he will prove to be a worthy successor of L-eutenant Governor Howlan. The nephew of the late Bishop Mclatyre ought to be a good governor. However this may prove to be, we feel sure that Mre, McIctyre will preside at Government House with grace and dignity, and perform her part asthe leader of society to the satisfaction of every ejucated and reasonatle person. comes teo NOTES AND COMMENTS. —The latest theory is that the Leader of the Government has been byprotized by Mr. Gabriel McDonald,—theugh bow Mr. McDonald “got a chance at bim” is not stated. —It is rather unfortunate fer Mr. Blan- chard’s chances that “the master of the admicistration” at Ottawa is urwell; but perbaps Sir Wilfrid will stand fast and show what it is to havea French leader. —It is reported that a number of bot telegrams have been sen tc Ouvlawa giving the Government to understand who must be appeinted County Court Judge for Qsee:.’s Cousty. Weeshal!l see whether or not the local ecd of the Liberal machine will govern in this regard. — There is an election in the wind. The Summerside Journal reports that “Mr. Bulman, of the surveying steamer Gulnare, is vere, with two or three men, surveying the harber in counection with the propos- ed opening of a pew winter route between Summeride and Cape Tormentine. The Gulnare will be here next week, on the same service.” —In every county academy from one end of Nova Scotia to the other, there were celebrations of Empire day. The Halifax children sent this cable to the (Queen ; To our (Queen, London, England: “The school children of Halifal, celebrat~ ing Empire day in common with al! Cana~ dian schools, send loyal greetings to their beloved sovereign.” The following reply was received : (Government, Windsor, May 23rd, 1899. School children Halifax, Canada : “Queen thanks you and all Canadian school children,” ‘ County will be no less than 8,398. ee La ee THE DAILY EXAMINER, THE GERRYMANDER-HOW IT EFFEOTS P. E. ISLAND. Tne Guardian 1s laboring to present to the people of thie Province a case for the prematurely brought forth gerrymander bill. Itrefers to ex sting conditions in New Brunswick Wonldn’t it be better employed in discussing the bill Hain’t and Ontario. as it effects this Province? it better begin at At Province with !09,000 and odd inbabitante home ? preseat is divided into five ridings, each returniag one member, as follows: King’, 2!,694, Kast Queens, 23 461, West Queens, 22,2'0; W est Seeivg thata fifth ef the East Prince, 20723, and Prince, 20.987. lation is 21,864, it must be admitted that Pp pus this division is net unfair. As w matter of factit is as foir and equal a; it can conveniently be made. Compare this division of the Province for electoral purposes, with the conditions that will exist if the Redistribution Bill now before Parliament ehould be passed. There will be but three electoral districts , returning five representatives! King’s County, with a population of 26,633 will bave but one mewber of the House ef Commons, while Priace County with a population of 36,470 will bave two, or one member for 18,235, of its inhabitants. Thus the difference us against King’s Is noithis scandalous, and oug it not every jndependent newspaperand fair-minded man to protest againstit? At present there is a slight unavoidable difference in favor of Prince County. But, according to the Laurier bill, King’s is to be treated with gross injustice as compared with Priuce. Queen’s County is to have one representa~ tive for 22,897 of its inhabitants, the differ- ence in its favor, as against Kiag’s, being 3,646. This is not so bad as ia the case oetween King’s and Prince ; but it is bed enough. Itis nearly 1,000 greater than the greatest difference under the present arrangement, In addition to the injustice evideut in the application of the new biil upon the | basis of representation by population, there is aleo this,—that in Prince and Queens each elector may vote for two candidates, while in Kiogs each elector may vote for but one candidate. The advantage thus given the party having the majority in Prince and Queens is astwoto one. The emallest possible Liberal in Prince and Queens can by the provisions of Sir Wilfrid’s bill elect four Liberal men= bers of the House of Commons, while no matter how large the majority of Conser~ vatives iu Kings may be, they can elect but one member ! We say nothinz now about the manifest unfairness arising outof the complications effected when candidates are “ hunting in couples.” Bat we appeal te the justice of the public as to whether or not, in view of the figures and facts bere presented, the Redistribution Bill now before Par! iament should be passed in its present form. malority oer em — Oe Or er ee —All the letters to The Patriot and The Guardian in advocacy of the appointment to the governorthip of Hon. Donald Far- quharson seem to have gone for nothing. —Perhaps The Patriot willetate what caused “the new light” to break iu upon Mr. Premier Farquharson and how it is that a tax which Mr. Farquharson bitterly opposed a year agoon the ground that the proceeds would be “license” and “blood money” is now approved and imposed by him because it will promote temperance. _——»> 2 <<->-———.- Sailor Hate, worth up to 1.50 now 25c at F.
