Comfortable individual drfilllng rooms are attached, and the new addition is, in our opinion, the best featllrfi in “'9 gyms). Mr. Maflit and the few who gen- erously raised the amount necessary to secure the baths deserve great credit. Al small additional sum is still required. 803 any who feel inclined to make a donation which will ensure them the ntisfactiou of seeing the benefits of their: generosity would do well to consider the Young Men's Christian Association gymnasium. “The Devil's Punch Bowl-” The writer being one of thepartyof ‘visitors to the “Punch Bowl" to which reference was made in the report of Grand Division meeting in your issue of Friday, may be permitted to give your readers some idea of thin wonderful spot. It is situated on the old Princetown Rood. not far from Granville. It is simply I large hole with almost perpendicular walls on the brow of a small mountain, caused nodonbtbytheactionofrainstoram, for many hundreds of years. Having made fast our horses we began to descend one byoneholdingontothebranchesofgtsees orpiecesofrcck. The further down we went the more dangerous and dark the place appeared until we arrived at the bottom, where everything is cold and damp. Moses and ferns are in abun- dance and here we espied . beautiful stream of water flowing out of the rock. The day being hot, somewhat in the vici- nity of 80 degrees, wesll stoopeddown and slaked our thirst-from the cooling draught. We could there most truth- fully recite the following beautiful lines of our order :- ' “This which you now behold is sparkling water—- ' ° ' The beverage prepared by God ! To nourish and invigorate his creatures, And beautify his footstml. ’ As thus you see its countless drops unite And blend in one, so may we blend to- gather In one unrufiled stream, I Whose purity shall wash away thedains Of black intemperauce.” This is how the place received its name: It is related that over a hundred years ago a person was hauling a puncheon of rum on a sleigh from Charlottetown to Priucetown and in the darkness of the night the sleigh took a slew and the pun- cheon of rum tumbled in and went to pieces and from that time ithasbeen known by the name of “The Devil’s Punch Bowl.” It is well worth avisit. It is suggested that the Bycicle Club of Charlottetown organize a run and hold their first picnic at "The Devil’s Punch Bow ” ’ Out of Smallpox. Monrnsah, July 15.-The provincial secretary has telegraphed to the provin- cial board of health here, totheefectthat thereare48caseeof smallpoxinVictoria, live in Vancouver and one in New West- miniater. There is none elsewhere so far as isknown, and all cases. are “under the supervision of the authorities. The provincial and local health-efieershere say they have no fear of intection. The Order of Foresters. Nucuu, July l5.—The executive of the Foresters have made arrangements for registration ofthe order is Great Bri- Hon. Mr. Lamp.-The Government are charged with insincerity in intro- trcduciug a Bill contrary to tl-‘mil’ principles, audthe proof adduced in support of the charge is that certain suggestions introduced in this ‘Cham- ber are foreign to the Bill. This Bill regulates the franchise and the sug- gestions which have been 01830 0“ that point are in amordanoe with "10 principles of the Bill. There have been 0“, no outside matters introduced, and these suggestions are framed with I due regard to the freedom of the peo- ple and in the interest of the electors. It is nothing like the mongrel Bill the late Government smuggled in. which was a Bill for appropriating certain moneys therein mentioned, and they added a clause to draw $250,000 from Ottawa. No more com plete Bill than the one before the house has passed through the Legislature since I have had a seat in this House. Reference has been made to the Gov- ernment giving twelve per cent dis- count in the Land Otlice. It is true we have passed a Bill to give twelve per cent discount to all who paid their accounts in full before a certain time, and it has worked admirably. it has been the means of drawing a large amount of money to the Land Ofice, and the discount has gone into the pccketscfthepoor people. It is a much cheaper and easier method of getting accounts settled than the one adopted by the late Government of issuing precepts and paying. in some cases, fifty per cent of the proceeds in sheriffs’ fees and expenses, while the poor men on the firms had to pay the whole amount. Under the present In the money was saved to the r man instead of going into the pockets of the oflicers of the law. There may be a few cases where it it necessary to en- force the law, , and the pres- ent Government have introduced another Bill teenable the Commission- er of Public Lands to enforce payment in a summary manner, without the aid of the Sheriff and other oflicers of the law. The work will ..be done at much less expense than formerly. The Leader cf the Opposition said the pre- sent Government had not sufiicient brains to enact useful legislation, but I have yet to learn what laws were passed by the late Government which showed them to bepossessed of super- ior intelligence. The Bug Act was the principle’ one they passed during the time they werein power. They issued precepts against poor men who were struggling for existence while they al- lowed the wealthy men to hold back the amount due. by them for land, if we are to believe the story they tell now when they say it was the wealthy men who took advantage of the twelve per cent discount. -They allowed some of their own wealthy support- ers to hold their land without paying anything for years—-one man who owed over'_$400 thought he could set this Gbverument at defiance, but he found he had to pay when his friends had lost the reins of power. That is their policy contrasted with our’s and I:leave the public to. judge. There are someof thesupporters of ‘the late Government who have been allowed to go acct’ free for a number of years, and ‘we will have the plenum of. making them ‘pay up during the present year. We have only been in power one year,-wehaveglessened the cost of collecting amounts "due the Land Ollice,-we have reduced the cost of juries, while. the ends of justice are. just-as well served the system retained by the late Government for twelve long .y‘ea‘rs; "From the way the . _m_e“mbér' denounces the mortgage vote. join fvdslfi "Vim-sine. it was something from Pandemon- hiujm hntthat. hon gentlemen was ‘ ‘fer. . «V long’ Iyears» enjoying : thersiweets -p of’ -ofiice ~ and during .355: timb‘he‘n_ever thought of repeal- ‘ the law ‘which’ gave ’ mortgagee: 3 4 vote,’ so he .was’ responsible for E it‘-11 out--be, tins i That. hon» member .tuld..us he had ;b0_0n_':I-!I.9ciatedE with E.
