The London Times says that at St. Peters- , burg there is great excitement and little hopes of success of the negotiations for peace. It is already rumored that negotia- tions are broken off. Many desire an ar- mistice at present and peace dictated from Constantinople. The Turks from Rasgrad and Osman Bazaar are retiring on Sumnla. The Earls Derby aud Carnarvon have resigned. Northcote notified that he would move for supplimentary supplies for naval and military supplies. On Monday, in the House of Lor’s, Beaconsfield said that England was not going to be dictated to by any other Powe . Bismarck advised Russia, before conclucd- ing a treaty of peace, to come to an under- standing with Austria and Prussia. Russia is now negotiating with Austria.
