MAY 23. 1952 Victoria llay History has it that the Turkish am- hassador who attended the coronation of Queen Victoria in 1838 was so struck by its magnificence that he could not walk to his proper place, but stood bewildered, mut- tering: ”All this for a woman!" The pomp and display on that occasion formed a fit- ting prelude to the tremendous expansion which marked the sixty-three years of Victoria's reign. making it one of the most memorable in British history. Not only did she consolidate her throne and empire, but she captivated the hearts of the peo- ple and became a symbol of the high ideals of sovereignty which it has been the aim of her successors to maintain to this day. Many insist upon calling May 24 "Em- pire Day", but no such national holiday ex- ists ln Canada. Where observed it is pro- vincial. and is no more than a day specified by Departments of Education when. in the discretion of school boards and principals, patriotic exercises may be held in the schools. Victoria Day, on the other hand, has existed in Canada since May 2. 1901. when a statutory bill designating May 24 as an annual holiday to commemorate the Good Queen was introduced by Sir Wilfrid Laurier. . Tomorrow's observance of Victoria Day is of special interest, as marking the first such anniversary since the accession of Queen Elizabeth II, in whose character also one may read the hallmarks of true. greatness, and whose reign may. in the coodness of Providence, prove equally glor- ious and beneficent. Flight From Taxes A common and persistent delusion is the idea that money can be saved by living outside city or town limits. The would-be home builder calculates how much he will save by not paying civic taxes and concludes that a little home a short distance out in the- country would be an economic propos-. ltion. l If only a few reasoned this way it! might not work out too badly, in spite of higher costs of transportation and for var-, ious services as well as the loss of time by! all members of the household. An almost sure thing, however. is that the optimistic suburbanite is not alone in his ideas. Be- fore he and his family are well settled in their secluded little home there are neigh- bours on all sides and primitive methods of water supply and sanitation become a danger to health instead of merely a nuis- ance. Before long it becomes necessary to sup-l ply the services of urban living or have the: community sink into the condition of a- slum. Unfortunately development has us-l uaily been of it kind which makes it very expensive indeed to supply the ordinary amenities of water. sewers, streets and side- walks, street lighting. telephone and power. t New Law or Treason y A bill now before Parliament revisesy completely the existing Canadian law", against treason. In part. notes the Globe: and Mail, it only confirms the 1951 amend-' ment making it treason to aid amied forces l to obtain convictions for disloyal conspiracy when the death penalty may be imposed? "The overall question is whether the amendments really meet the problem of subversive Communism. They do not touch the incitement of illegal strikes. They cov- er neither the advocacy of violence nor the spreading of propaganda likely to cause class hatred. At least-they do not refer explicitly to any of these actions; and per- haps that would only be possible in the part of the Criminal Code that deals with sedition. The whole structure of the Gov- ernment's new law is thus open to debate; but in intention at least it is sound." EDITORIAL N0! ES Day after tomorrow, Sunday after As- cension. ,' O I 0 Tomorrow. An even greater increase was reported as a result of spraying the vines repeatedly with the same substance.
