Hope was rising tonight that serious flooding may be averted in the rich Fraser Valley. The Fraser continued its rise but at a slower pace and the 100- mils diklng system in the lower valley stood firm. Water board officials said it appeared the flood crest had reached its peak at upstream ' points. The level at Prince George. 400 miles north of here, dropped 1-10th foot in the last 24 hours. At Mission. 45 miles east. of hero, the river gauge showed a height of 23.63 feet. a 244-hour rise of 7-lath foot. This compared with a. rise of 1 1-2 feet. in the previous 24 hours. Water Board officials said slackening increase was due to the runoff from the mountains being confined to higher levels, High up on the peaks, the snow melts more gradually. But the danger is not. by any means past. Heat shlmmercd over British Columbia. Eien if the rise vvasslower, the Fraser still is inching up and up. - HEALTHY DOMINION the We 950 to 41000 Borrow at HFC without endomu n Dcmhaola security. June 17 - (CF)- Cansdlan and United States pub- lishers accused some labor unions of working against freedom of the press. F. I. Ker. publisher of the Hamilton Spectator. and Frank E. Gannett. of the Gannett group of newspapers in the United States. were addressing the sev- enth Im-perlal Press Conference. Both referred to the curre-it strike that paralyzed the New York World-Telegram and Sun. Mr. Ker noted that delegates had been talking about govern- ment restrictions on press free- dom. On this the limitations imposed on the press by governments were less real than those caused by "strikes called in defiance of our laws." A strike which blacked out a newspaper. he said. was "the very antithesis of freedom of the press." The first thing aspirants in totalitarian government would dz would be to black out the press. All the machinery for that pro- cess existed now. "Much of the evil of these times." Mr. Ker added. "proceeds from labor departments of govern- ment." They were "nothing but a rendezvous for vote-seeking poll- tlclans and favor-seeking prssure groups." An illegal strike might be call- ed but, while machinery existed to give redress to injured pub- lishers. it was not exercised. Mr. Ker said the rank and file of newspaper employees had as great a responsiibllty as the pub- lishers. When they strung a pic- ket line around a newspaper. they were deserting their posts. That applied. as well. to those who yielded to a picket line. Both Mr. Ker and Mr. Gannett referred to coming technological advances in publishing. such as the new photo process being de- veloped for printing. In the next five. or 10 years. Mr. Ker said, it was hoped that "it will be possible for publish- er; with a handful of conscien- tious employees to get out a newspaper regardless of anv strike." The new process would he one of the greatest assets to freedom of the press. .Mr. Gannett. referring to the New York strike, said radical un- ion leaders had made it impos- sible to distribute one of the country's largest papers. It was just as bad to have such lead- ers controlling the press as it was for the government to do that. LIVERPOOL.
